Description
The Auke Bay Laboratory one of four divisions of the Alaska Fisheries Science Center (AFSC) located on the eastern shore of Auke Bay, Southeast Alaska requires survey and abatement of asbestos containing materials (ACM) in the buildings of the Auke Laboratory. The contractor shall perform a comprehensive asbestos survey of the buildings (Main, Butler, and Fish House) and identify any currently unknown ACM. Results from the survey will be used to establish priorities for removal of ACM from the buildings. Priorities for removal of the ACM from specific areas shall be established by the AFSC Safety and Environmental Compliance Officer and the ABL Director. The offeror shall provide all labor and materials to safely remove ACM from the Auke Bay Laboratory site and ensure proper disposal of the ACM and other construction debris as appropriate. ACM is found in approximately 4,400 square feet of floor tiles and approximately 60 pipe joints in the Main building and the Butler building. All work shall be done with materials, methods and workmanship commonly accepted as good practice and in strict conformance with OSHA and EPA standards and requirements. Class I, II, III and IV asbestos work shall only be performed by employees of contractor trained and certified in accordance with the requirements of OSHA (29 CFR 1926.1101). The contractor shall provide NOAA copies of its employee's current training certifications prior to work. Contractor shall provide all labor and materials to replace approximately 3,000 square foot of ACM floor tiles in building(s), and the associated cove base moldings, using a good quality industrial grade, non-slip sheet flooring material in the hallways, entry ways and bathrooms, of a color and pattern acceptable to ABL management. Approximately 1,400 square feet of ACM floor tiles in offices are to be replaced with industrial grade carpet tiles. The contractor shall provide all labor and materials to monitor asbestos fibers in the buildings air prior to the start of any ACM abatement work, during the course of the abatement work and upon completion of abatement work. The methods of work shall be so designed as to prevent any employee's exposure in excess of 0.1 fibers per cubic centimeter of air. The contractor shall assume sole and complete responsibility for the entire job during the course of work, including safety of persons and property. Period of performance starts within 30 days upon award of contract. Upon completion of the project, the contractor shall provide to the Auke Bay Laboratory Director: (1) a comprehensive report of the tasks performed; (2) all written documentation certifying each area has been cleared of all ACM and (3) written documentation of a final air test indicating that the possibility of employees exposure to airborne fibers in excess of 0.1 fibers per cubic inch has been eliminated.
