Description
The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Program Support Center (PSC) intends to award a sole source simplified acquisition to The National Association of State Alcohol and Drug Abuse Directors (NASADAD) to obtain assistance in performance of State Regulatory Coordination of opioid treatment program (OTPs) activities. Each State, the District of Columbia, Puerto Rico, and the Virgin Islands has a designated Single State Agency (SSA) responsible for the allocation and effective utilization of Federal and State monies specifically targeted for alcohol and other drug treatment services. The treatment services that are supported by these dollars' spins the continuum of treatment modalities, from hospital-based detoxification to residential or therapeutic community treatment and various types of outpatient treatment. Each State has designated a State Methadone Authority (SMA), typically under the direction of the SSA Director. The NASADAD is the only known national organization which represents the SSAs on substance abuse treatment related matters. The purpose of this requirement is to manage an opioid treatment State Methadone Authority list-serv. This proposed requirement for which the Government intends to solicit only one source is under the authority of of FAR 13.106-1(b). Interested concerns may identify their interest and submit a capability statement that demonstrates their ability to provide the required services. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for competitive proposals. No solicitation is available; therefore, requests for such document will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received, the Contracting Officer will proceed to issue a purchase order to NASADAD. Responses must be in writing and refer to 02M009288 to the attention of Marisha Foreman. See Note 22.
