- Description
- Furnish all labor, materials, and equipment necessary to replace six aids to navigation in Bellingham and vicinity, WA. The work includes, but is not limited to, the following: A. Demolish and remove the existing 5-pile Shannon Point Light (LLNR 18960) in position 48-30-36N, 122-41-00W. Retain the existing sub cable for re-installation. Install a new 3-pile aid as Shannon Point Light in the same position as the former light. Reinstall the existing sub cable to the light. B. Demolish and remove the existing 5-pile I&J Waterway Light 1(LLNR 19250) in position 48-44-54N, 122-30-12W. Install the new 3-pile aid I&J Waterway Light 1 in the same position as the former light. C. Demolish and remove the existing 1-pile Bellingham Breakwater Entrance Light 1 (LLNR 19270) in position 48-45-17N, 122-30-23W and Bellingham Breakwater North Entrance Light 4 (LLNR 19280) in position 48-45-30N, 122-30-42W. Install the new 1-pile Bellingham Breakwater Entrance Light 1 and Bellingham Breakwater North Entrance Light 4 in the same location as the former lights, respectively. D. Demolish and remove the existing multi-pile Semiahmoo Bay Light (LLNR 19920) in position 48-59-30N, 122-47-00W. Return the existing aid equipment of one battery, one solar stand, and one lantern to on-scene USCG personnel. Install the new three-pile Semiahmoo Bay Light in the same position as the former light. E. Demolish and remove the existing Davidson Rock Light 1 (LLNR 19325) in position 48-24-48N, 122-48-43W. Install the new three-pile Davidson Rock Light in the same position as the former light. F. Provide divers to inspect for aids-to-navigation batteries in the vicinity of Davidson Rock Light. G. Acquire a Hydraulic Project Approval for all work from the Washington Dept. of Fish and Wildlife, using the JOINT AQUATIC RESOURCES PERMIT APPLICATION FORM (JARPA) prior to performing the work. The JARPA and instructions for using the JARPA can be found in Appendix A. H. Digitally photograph each aid to navigation from three different viewpoints after completion. The three viewpoints shall be a minimum of 90 degrees from each other around the aid. I. USCG ANT Puget Sound will remove all aid-to-navigation equipment from each aid prior to demolition and will re-install the equipment once construction is complete. The estimated cost of this procurement is between $100,000 and $250,000. Performance period is 90 calendar days after receipt of Notice to Proceed. This procurement is subject to the Small Business Competitiveness Demonstration Program and is open to large and small business participation. The applicable NAICS code is 234990. Small Business size standard is $27.5 million. All responsible sources may submit a bid, which will be considered.
