- NA This acquisition is the second phase of the two step acquisition process. Phase 1 was for pre-qualification of contractors. That was accomplished under solicitation number DACW31-01-R-0041 (Construction and/or Renovation to Cleveland Elementary School, N oyes Elementary School and Thomson Elementary School for the District of Columbia Public Schools, Washington, DC. The project description as originally published under DACW31-01-R-0041 is repeated for information: Phase I Request for Qualifications (RFP) solicitation is posted to the Baltimore District Corps of Engineers web site located at https://ebs.nab.usace.army.mil/. Under the second step Invitations for Bids (IFB's) will be issued. Bids will only be accepte d from contractors who submitted an acceptable technical proposal during step one. However, and offeror who is the lowest bidder on more than one project may be reviewed to determine their capacity and ability to perform multipl e projects. The school projects must be completed in approximately 515 days each (see each package for completion days). The offerors are advised that all projects will be on accelerated schedules requiring the work to be accomplished on a greater than n ormal work hours basis. The project consists of renovation of the existing building with a new addition for 360 students at Thomson Elementary School in Washington, DC. The existing school building (41,725 square feet) is a candidate for listing on the historic registry of natio nally recognized buildings. This building will be abated then renovated. The new addition is 30,870 square feet with additional underground parking area of 11,502 square feet. On site parking will provide an additional 4,528 square feet. The renovated existing school and new addition is a 3-story building plus a basement/ground floor. The new addition?s structural system will primarily consist of structural steel. The foundation system is undetermined at this point. The exterior finish will be a brick and limestone veneer. Interior finishes will typically consist of VCT flooring, drywall and painted CMU walls, and ACT drop-in ceilings, although special rooms will have other finishes such as ceramic or carpet. Mechanical, electrical, pl umbing, fire protection, and security systems will also be part of the project, as will an elevator. The project site is approximately 0.6 acres. Due to the limited site area, site work includes a small parking lot area, providing new sidewalks and curb cuts, providing new fencing and construction of an entrance drive to the underground parking and a new drop-off lane for vehicles. Landscaping work will be limited. Work required providing new utilities, including a storm water management system, will also be part of the site work. Construction duration for Thomson is 540 days. Contractors are required to submit a Subcontracting plan with their bids. An acceptable subcontracting plan is necessary prior to award. Following are the projected goals for this project 60% for small business concerns; 15% for small disadvantaged busin ess concerns,; 8% for women owned small business;3% for HubZone small businesses; 4% for Veteran-Owned small business; and 3% for Service-Disabled Veteran-owned small business. Debt Collection Improvement Act of 1996, effective March 31, 1998 all contractors must be re gistered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
