Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; and 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000). Solicitation Number 1435-04-02-RP-86594; the solicitation is issued as a Request For Proposal (RFP). The U.S. Department of Interior's GovWorks, on behalf of the U.S. Department of State, Office of International Information Programs (IIP), is soliciting proposals for a contractor to serve as IIP's chief editorial advisor for a quarterly magazine during its start-up phase. The goal of the Arabic language magazine is to explain American values to Arab youth. The target audience is 18-35 year olds in the Arab world. The production work for this magazine will be contracted to a private sector organization. The contractor will report directly to IIP's Deputy Assistant Secretary for Geographic Programs. Supplies and materials will be provided at the State Department. The duty location is at the U.S. Department of State, Washington, D.C. SCOPE OF WORK: The contractor shall: (1) serve as chief editorial advisor to the State Department and the production contractor. In that capacity the contractor shall generate and solicit article and column ideas; edit writing and translations to ensure quality, accuracy and adherence to State Department policies and guidelines; approve layout and graphic designs. (2) Develop a prototype design suitable to become the template for the magazine. (3) Provide advice, opinion and feedback on articles and layouts in the draft stages; formulate editorial plans for subsequent issues. (4) Assure all texts are consistent with U.S. government policies in their statements and implications. This project is expected to take one year from the date the contract is awarded. The Government intends to award a Firm Fixed Price contract. The estimated cost is less than $75,000. HOW TO RESPOND: Offerors must submit a resume, a proposal detailing the plan for performing the Scope of Work, references, and a firm fixed price. The proposal shall be simple and easy to read. It shall clearly and concisely describe the quality and depth of experience of personnel in working on similar projects. Similar projects are meant to convey similarity in topic, dollar value, duration, and complexity. Provide a separate reference list of all similar contracts performed by either your organization or key personnel for the last two years. Include a description of the project, project title, contract number, period of performance, contract amount, client identification including agency or company name, reviewing official, address and telephone number. Offerors must submit an original and five (5) copies, no later than noon, Eastern Daylight Time, June 10, 2002, to the name and address specified for receipt of proposals below. EVALUATION OF PROPOSALS: Each Offeror's proposal will be evaluated according to the factors shown below. Factors A, B, and C are roughly equal to each other. Factors D and E are slightly less important. Offerors' proposals will be evaluated using the following factors: (A) extensive Arabic language skills; (B) experience, background, knowledge of the Arab world; (C) experience producing effective messages for foreign audiences in publications sponsored by U.S. government agencies; (D) experience with creating magazines geared to foreign audiences; (E) price. Each Offeror's proposal will be evaluated according to the following scale: Factor A, 30 percent; Factor B, 30 percent; Factor C, 30 percent, Factor D & E, 10 percent. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
