Description
Contractor shall furnish all equipment, labor, material, and supervision necessary to install a new factory engineered steel sign bridge at the US Border Station, Champlain, NY in accordance with drawings and specifications. Work to include, but not limited to, removal and disposal of existing sign bridge, demolition of existing concrete pavement in area of pads, and construction of 124' wide span and 16' 6" vertical clearance (VCL) sign bridge with new concrete pads. Mounting and connection of LED traffic control signs to the sign bridge will be done by others. Structure must meet all local snow and wind loading and construction codes. This procurement is offered on an UNRESTRICTED basis pursuant to the Small Business Competitiveness Demonstration Program. The magnitude of this project is between $100,000 and $250,000. The applicable NAICS code is 234930, size standard $28.5 Million. The IFB will include a 10% Price Evaluation Preference (PEP) for HUBZone small businesses in accordance with FAR 52.219-4 and an additional 10% Price Evaluation Adjustment (PEA) for small disadvantaged businesses in accordance with FAR 52.219-23, Alt. II. The application of the 10% PEA will be limited to small disadvantaged businesses from the states of AL, AR, IL, IN, KY, LA, MI, MS, NJ, NY, OH, OK, PA, TN, TX and WI. Contract performance period is 90 calendar days. Solicitation issue date is on or about June 14, 2002 with bids due on or about July 16, 2002. GSA is issuing this solicitation electronically only. Interested parties may access the solicitation at http://www.fedbizopps.gov. Notice of the solicitation and amendments to the solicitation will be available on the GSA FedBizOpps website. This site also provides instructions for downloading. The solicitation, amendments to the solicitation, specifications and drawings will be available only through a secured Internet site. Interested parties shall send all requests to access the secured Internet site to the attention of John Phelps at the email address shown in this notice. Firms must indicate their street address (no PO boxes), telephone number, business license or other documentation granted by the state or local jurisdiction to conduct business, valid DUNS number, valid IRS Tax ID number and email address. Contractors will also be required to sign a Document Security Notice that is a separate document under this announcement. Once the solicitation request has been accepted, two (2) emails will be sent to the firm's email address provided. These emails will provide instructions for entry into the secured Internet site and access to the solicitation. Contractors should request email notification from FEDBIZOPPS in order to remain apprised of solicitation availability. No telephonic requests will be accepted.
