Description
This requirement was previously posted on FedBizOpps as Solicitation NIFL-02-0001. The National Institute for Literacy (NIFL) has a requirement for planning, conducting, and reporting the results of an analysis of the content and effectiveness of the most widely used programs for teaching reading in terms of the extent to which they contain essential components of reading instruction as supported by scientifically-based reading research. NIFL anticipates that the major tasks to be performed include the following: 1. Selecting or developing criteria that will be used to conduct an assessment of reading programs' content; 2. Establishing a process for conducting the assessment; 3. Identifying the programs that will be assessed; 4. Conducting the assessment; 5. Reviewing and analyzing evaluation and other research reports about the effectiveness of programs that are selected for review; and 6. Writing the final report of the results of the assessment in the form of a guide that is useful to personnel in state and local education agencies. The above assessment tasks shall be carried out through an expert review panel that includes researchers in reading and instructional design and researchers recognized for their work in early reading development. Offerors will be required to submit letters from proposed panel members of their intent to participate in the expert review. The Contractor shall have specific expertise in the areas of curriculum design and evaluation, research methodology, and reading research. The RFP will be issued on 03/13/02. The closing date is 04/12/02. Requests for copies of the RFP may be made by telephone, mail, E-mail, fax (202-233-2051) or in person. All requests shall reference RFP ED-02-R-0013 and the title of the RFP. The RFP can also be found on the Internet on or about the RFP issue date at http://www.nifl.gov/nifl/grants_contracts.html. Telephone requests may ONLY be placed by calling (202) 233-2054. E-mail requests must be sent to Sharyn Abbott at sabbott @nifl.gov. Mail or telegram requests shall be sent to the above address. Copies may be picked up in person on the issue date at the same address. All responsible and qualified sources may submit a proposal for consideration.
