- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Dinkle Telecommunications, Inc. reference to follow-on conversion of Interdepartmental Radio Advisory committee (IRAC) Documentation to CD-ROM for the National Telecommunications and Information Administration (NTIA). Due to the nature of the information being classified the individual must maintain the required security clearance of Secret. The individual must have knowledge of the national and international frequency management agreements, regulations, procedures, and policies. Mr. Dinkle has the unique qualifications knowledge of (1) the national and international frequency management agreements, regulations, procedures and policies, (2) the organization and development of the NTIA Manual of Regulations and Procedures for Federal Radio Frequency management, (3) the U.S. Allocation Footnote History File, (4) the Department of Commerce security regulations concerning the handling, downgrading, and declassifying of classified documentation, (5) the unique and unparalleled cataloging scheme utilized within the IRAC forum to control the large volume of documentation, and (6) the IRAC Documentation Database (IDD). Mr. Dinkle's comprehensive knowledge of the task areas affords him the ability to commence work once the Purchase Order is granted without delay for indoctrination with the requirements outlined in the Statement of Work. The Government anticipates the award of a firm-fixed price purchase order on or about June 17, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by June 12, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
