- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate a sole source basis with Dr. Howard P. Layer, The Franklin Instrument Co., 17600 Wheat Fall Dr., Derwood, MD 20855, under the authority of 41 U.S.C. 253( c)(1). Dr. Howard P. Layer has extensive expertise in experimental methods, in laser physics, laser frequency-stabilization technique, optical physics, laser interferometry, custom electronic circuit design, layout and implementation for active control of optical frequency standards, general liner control theory and systems integration. Dr. Layer has designed, constructed and tested custom frequency-stabilized laser for a variety of applications. His expertise in the development of laser and electro-optical systems for precision length and spectroscope measurements is recognized worldwide. The period of performance is for twelve months from the award. The contractor shall provide brief monthly progress reports outlining completed work, which shall be due the last business day of each month. No solicitation package will be issued. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the date identified above. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The anticipated award date will be approximately five days after the date of this notice. See Note 26.
