Description
DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to enter into a sole source purchase order with Author H. Gray to serve as Interdepartmental Radio Advisory Committee (IRAC) IRAC Support Branch (ISB) action officer, providing technical and administrative support to the Space Systems Subcommittee (SSS) for the National Telecommunications and Information Administration (NTIA). Due to the nature of the information being classified the individual must maintain the required security clearance. The individual must have knowledge of the national and international frequency management agreements, regulations, procedures, and policies. Mr. Gray is uniquely qualified to perform this requirement based on his knowledge of: (1) the national and international regulations associated with obtaining an authorization to operate a terrestrial and space system, (2) the Table of Frequency Allocations, (3) the data bases utilized to contain the status as well as pertinent information on each of the national and international systems authorized, (4) the regulations and procedures contained in the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management, and (5) the technical information to be provided in order to obtain an authorization to operate a telecommunications system. The knowledge Mr. Gray has insures uninterrupted work of the Space Systems Subcommittee (SSS) President's initiatives in the telecommunication arena of space system coordination, so registration will not be greatly impacted. The Government anticipates the award of a firm-fixed price purchase order on or about June 17, 2002. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the government will consider all capability statements received by June 12, 2002. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. A Request for Quotation (RFQ) package is not available.
