Description
The Department of Education intends to make a sole source award to the International Association for the Evaluation of Educational Achievement (IEA) located in Amsterdam, The Netherlands. The 2003 Trends in International Mathematics and Science Study (TIMSS) will be the third in a series of international mathematics and science assessments designed to compare and contrast the performance of fourth- and eighth-grade students in over 50 countries. TIMSS 2003 will be conducted under the auspices of the IEA and its international contractor, the International Study Center (ISC) at Boston College. The IEA will be tasked with coordinating and carrying out the activities associated with this large-scale international assessment. As part of these duties, the IEA is required to produce a field test report that outlines the results of the previously-funded field test, and produce the full-scale data collection materials including items like the master test booklets, the background questionnaires, test administration manuals, and quality assurance manuals. In addition, they will be required to produce several products after the main data collection including several reports on the findings of the study, a report outlining the technical aspects of the study, and an international version of the database accessible to researchers and other parties interested in secondary research. The Statement of Work (SOW) also includes several additional optional deliverables including an international Web site, released item sets, data almanacs, a dissemination strategy and release event, additional analysis reports, and the preliminary development of materials for TIMSS 2007. The decision on whether or not to fund these options resides with NCES.
