- The Laboratory of Human Carcinogenesis of the Center for Cancer Research of the National Cancer Institute (NCI) is soliciting capability statements from 8(a) Small Business firms under North American Industry Classification System (NAICS) code 541511, with a size standard of $21.0M per annum. Based on the responses received from this SOURCES SOUGHT announcement, the proposed acquisition may be solicited as a 100% 8(a) Small Business Set-Aside. THIS IS NOT AN RFP AND DOES NOT COMMIT THE NIH TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO RFP PACKAGE IS AVAILABLE AT THIS TIME. All 8(a) Small Business firms responding to this Sources Sought Announcement must have the capabilities to provide support services to the Laboratory of Human Carcinogenesis Laboratory Manager (LHC LABMGR) System. (This is a system of databases used in the storage, monitoring, analysis and reporting of data acquired or developed in the LHC through the collection and analysis of animal and human tissues.) The contractor shall service the LHC LABMGR systems, designed and developed for LHC research programs. The existing research laboratory manager software system is for studies of the mechanisms of human cancer using tissues, cells, cell lines, plasmids, recombinant DNA, and carcinogens all of which have separate menu-driven databases. This contract requires a single programmer to interconnect and network nine (9) LABMGR programs in dBase formats, manage the LAN, database emergencies, modifications and updates in Windows environment, and redesign/modify some systems for adapting to new requirements in the Access system in the LHC. To assist in the preparation of a proposal, the Government considers the effort to require 728 hours annually. Sources possessing experience and demonstrated capability to accomplish the above are to supply pertinent information in sufficient detail to demonstrate their ability to perform the required services. Information furnished must not exceed 10 pages and should include background information, resume, and an outline of previous similar projects and other available literature for the NIH to perform a proper evaluation of your capability statement. Responses to this SOURCES SOUGHT may be submitted by e-mail in either WordPerfect or Word or faxed.
