- WA PRA-MORA 14(2) & PRA-MORA 14(3), REHAB NISQUALLY GLACIER BRIDGE & CHRISTINE FALLS SLUMP, Mt. Rainier National Park, Pierce County, Washington. This work consists of slide repair and 0.492 km of bridge rehabilitation, including repair of concrete curbs and bridge rails and bridge resurfacing. The project consists of construction survey & staking; contractor sampling & testing; construction schedules; 500 m silt fence; 200 cu m watering for dust control; 3,500 sq m clearing & grubbing; removal of 2 structures; 8,000 cu m excavation & embankment; 1,000 m earthwork geotextiles; 100 cu m riprap; 5,000 cu m special rock embankment; 100 cu m minor crushed aggregate; 350 t minor hot asphalt concrete; 1,000 sq m asphalt pavement milling; 500 m structures painting; 30 m culverts & drains; 100 m horizontal drains; 300 m chain link fence; 400 cu m topsoil; 1 permanent traffic control device; 6,000 m permanent pavement markings; 3,000 sq m deck/curb/sidewalk treatment; 350 hrs ea flaggers & pilot cars; and other smaller items of work. Project is located approximately 35 km east of Ashford, Washington. THIS ACTION IS BEING CONSIDERED FOR A TOTAL HUBZONE SMALL BUSINESS SET-ASIDE. Prime Contractors who are HUBZone small businesses and who intend to submit an offer for this solicitation, MUST submit the following by e-mail to contracts@wfl.fha.dot.gov for receipt by COB on JUNE 5, 2002: (a) a positive statement of your intention to submit an offer for this solicitation as a Prime Contractor; (b) date of HUBZone small business certification; (c) statement of bonding capability, to include both single and aggregate totals; and (d) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact with their phone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor being considered "not interested" in this solicitation. (Submissions may also be made by fax to 360.696.7932 through May 31, 2002, or to 360.619.7932 beginning June 1. Note that the prefix changes June 1 and numbers may not be operational over the weekend of June 1-2, 2002. Changes to the phone system will not effect E-mail submissions.) A decision on whether this will be pursued as a HUBZone small business set-aside or on an unrestricted basis will be posted as a modification in FedBizOpps. Work shall be completed by November 30, 2002. Estimated price range is between $500,000 and $1,000,000. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance, and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
