Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number F73MES21260100 is being issued as a Request for Quotation (RFQ) using Simplified Acquisition Procedure under the test program for certain commercial items found at FAR Subpart 13.5. . The solicitation document and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-07 effective 15 May 2002. This requirement is issued unrestricted. The North American Industry Classification System Code is 541519. Description of Service: CLIN 0001 Non-Personal Service to provide all parts, materials, and labor, necessary to complete the IP Video/Telephony and Auditorium project in accordance with the attached Statement to Work (SOW), Qty 1 each; CLIN 0002 Non-Personal Service to provide all parts, materials, labor, services, installation, and transportation necessary to upgrade auditorium sound and light system according to the (SOW) Qty 1 each. All work MUST be completed before 13 Aug 02. Place of performance will be the Maxwell AFB Elementary School. A one-time site visit will be held at 1000 hours (Central Standard Time), on 6 Jun 02 at Maxwell AFB Elementary School, Maxwell Air Force Base, Alabama. All interested parties shall meet at the Bell Street Visitor?s Center, Maxwell AFB, AL at 0800 hours. The following provisions and clauses apply to this solicitation and are incorporated by reference and are to remain in full force in any resultant purchase order. FAR 52.212-1, Instructions to Offerors ? Commercial Items (Oct 2002). The government will make an award to the lowest priced, responsible contractor whose quote is in the best interest of the government. Evaluation elements will consist of price and delivery. The government reserves the right to evaluate delivery capability and make a best value decision. Delivery will be evaluated for this acquisition. No substitutions of the brand name/model number of the materials specified in the SOW will be accepted. Offerors must provide a list of all materials, to include quantities, to be used for completion of this project. Partial shipments and partial payments are NOT authorized for this requirement. Offers must include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items (May 2002); DFARS 252.212-7000, Offeror Representation and Certification ?Commercial Items (Nov 1995); and DFARS 252.225-7020, Trade Agreement Certificate, (Mar 1998). All clauses and provisions may be accessed via internet, http://farsite.hill.af.mil. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2002) is applicable. FAR 52.211-6 Brand Name or Equal (Aug 1999) DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Apr 2002) is applicable to this acquisition, and the following DFARS clauses under paragraph (a) and (b) are applicable: 52.203-3, Gratuities (Apr 1984); 252.225-7012, Preference for Certain Domestic Commodities; 252.225-7021, Trade Agreement (SEP 2001); 252.227-7015, Technical Data?Commercial Items (Nov 1995); 252.227-7037, Validation of Restrictive Markings on Technical Data (Sep 1999); 252.243-7002, Request for Equitable Adjustment (Mar 1998); and 252.247-7023, Transportation of Supplies by Sea (Mar 2000). DFARS 252.204-7004, Required Central Contractor Registration; and 252.225-7002, Qualifying Country Sources as Subcontractors (Dec 1991) are also applicable. The following Air Force FAR Supplement (AFFARS) clauses incorporated by reference; 5352.242-9000, Contractor Access to Air Force Installations, (May 1996). The following local clauses are incorporated by reference; Air Education and Training Command (AETC) FAR Supplement 5352.214-9000, Smoking in AETC Facilities, (Jul 1993); and Maxwell 69, Automobile Insurance(May 2001) Note: Contractors are cautioned that a Certificate of Insurance is not required to perform against this order. However, to operate a motor vehicle on a military installation, the following minimum insurance coverage is required: Personal Liability for each person -- $10,000 Personal Liability for each accident -- $20,000 Property Damage Liability -- $5,000 Contractor will not be required to present evidence of the above coverage to the Operational Contracting Office, but may be required to produce evidence at entry points to Maxwell FAB or Gunter AFB upon application for base passes.
