Description
This competitive Invitation For Bid (IFB) solicitation for the Repair Chilled Water Distribution System in Building 3 is restricted and is only open to any HUBZone small business concern In Accordance With FAR 19.1305. The entire (IFB) will be released on the FedBizOpps website (see access instructions to the FedBizOpps listed below) on or about 18 June 2002 . PAPER COPIES WILL NOT BE AVAILABLE. Any prospective HUBZone bidders interested in bidding on this IFB must register by email to: jonesa@rl.af.mil in order to be placed on the source list. Include your company name, address, telephone number, point-of-contact, fax number and email address. This list will be provided to facilitate subcontracting opportunities only. Bidders registering on the source list shall not conclude that they will receive a paper copy of the IFB in the mail, as a paper copy will not be available. All prospective bidders are responsible to visit the FedBizzOpps frequently and obtain any amendments or other information pertinent to this IFB. The IFB will only be available by downloading all documents from the EPS. Solicitation F30602-02-B-5000 is being issued as an Invitation for Bid (IFB). Federal Regulations governing an IFB are available at: http://farsite.hill.af.mil. The NAICS code is 235110 with a small business standard of $11.5 million average annual revenue for the previous three years. This construction acquisition includes, but is not limited to, furnishing all labor, materials, equipment, transportation, supervision and warranties required for the Repair Chilled Water Distribution System, Bldg. 3 located at the AFRL Rome Research Site, Rome, NY. The work is required in support of Rome Research Site Civil Engineer (CE) activities. The MAGNITUDE OF CONSTRUCTION is between $500,000.00 and $1,000,000.00. The project will include, but is not limited to, performing all work required to modify the existing chilled water system in Bldg. 3 in accordance with the clauses and directions in the Solicitation Package, the applicable Davis-Bacon Wage Rates, Technical Specifications, List of Submittals and Drawings issued with the solicitation identified in line items the Bid Schedule. Any required amendments, letters of clarification and other applicable documents will also be issued electronically via the FedBizOpps. ALL interested sources are responsible for frequent review of the website to ensure that they are kept current on any applicable documents added after the initial IFB is issued. All responsive, responsible HUBZone small business sources may submit a bid, which if timely received, shall be considered by this agency. To be eligible to receive contract award from a Department of Defense (DoD) agency the contractor must be registered in the DoD Central Contractor Registration (CCR) Database. The performance period will be thirty-six months. Technical questions must be in writing and may be faxed to: Mr. Alan Jones at (315) 330-8106 or (315) 330-2555. An Ombudsman has been appointed to hear significant concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer at (315) 330-1940. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is the Deputy Chief, Contracting Division and can be reached at telephone (315) 330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of bids or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. Funds are not presently available for this contract, and no award will be made until such time as funds become available. The Government reserves the right to cancel this solicitation either before or after the closing date.
