Description
NA It is the intent of the U.S. Army Aviation and Missile Command, Acquisition Center, Research, Development and Engineering Center, Redstone Arsenal, AL 35898, to award up to six contracts for the Propulsion and Structures Directorate, Research, Development and Engineering Center, Redstone Arsenal, AL, for research, development and testing of gel propulsion technology for Army Missile Systems. Gel propulsion is a leading technology in the development of smart propulsion systems that can meter their propella nt energy to optimize range, lethality, in-flight flexibility, and/or have multi-mission flexibility. The Future Missile Technology Integration Demonstration Missile contained a gel propulsion system that doubled the range of a current system with its wei ght and volume. This technology must now be refined to prepare for insertion as a product improvement in an existing system or be the selected propulsion mode in a new system. The desire is to develop a propulsion system containing gel propellants that m eet insensitive munitions requirements, expose personnel to minimal toxicity during manufacture, transportation, and storage, to have controllable thrust and minimum signature, to maximize total impulse, and to ensure environmentally safe demilitarization and disposal methods. This will be a five-year incrementally funded Cost Plus Fixed-Fee Contract. THE GOVERNMENT WILL FULLY UTILIZE THE INTERNET AND ELECTRONIC SUBMISSION TO ISSUE THE SOLICITATION AND AMENDMENTS; OFFERORS SHALL SUBMIT AN E-MAIL REQUEST F OR THE SOLICITATION WITHIN FIFTEEN DAYS FROM PUBLICATION OF THIS SYNOPSIS. INSTRUCTIONS WILL BE PROVIDED FOR ACCESSING THE INTERNET TO OBTAIN THE SOLICITATION AND AMENDMENTS, WHEN ISSUED. However, if accessing the Internet should prove an untenable hards hip, a hardcopy of the solicitation will be provided on a case-by-case basis upon specific written request but shall in no means be constructed as a basis for extensions of the proposal receipt date. No telephone requests for the solicitation will be acce pted. REQUESTS MUST BE E-MAILED TO: Beverly.Wills@redstone.army.mil, WITH AN ADDITIONAL COPY FURNISHED TO: Patsy.Garrison@redstone.army.mil. This solicitation will be issued on a full and open competition basis. The proposed contract is restricted to do mestic sources under the authority of FAR 6.302-3. Accordingly, foreign sources, except Canadian sources, are not eligible for award. All responsible sources may submit an offer that shall be considered by the Agency.
