Description
NA The USA Robert Morris Acquisition Center-Natick Contracting Division, Natick, MA, in support of the U.S. Army Soldier and Biological Chemical Command, Soldier Systems Center, intends to conduct negotiations and award a purchase order to Propper Internation al Sales, 520 Huber Park Court, St. Charles, MO 63304 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation Part 6.302-1. A Firm Fixed Price purchase order is anticipated. THIS IS NOT A REQUEST FOR QUOTATIO N. The proposed purchase order is for the manufacture of 250 Each (various sizes) of Woodland-Temperate-Twill Battledress Uniforms (BDUs), trouser and coat, using Wrinkle Free Treated Delta Fabric; and 250 Each (various sizes) of Woodland-Enhanced Hot Wea ther-Ripstop Battledress Uniforms (BDUs), trouser and coat, using Wrinkle Free Treated Delta Fabric. This effort entails manufacturing Battledress Uniforms that are treated with a specific permanent press treatment application to be evaluated in a wear te st in August 2002. The permanent press treatment being evaluated is a Post Cure resin treatment where the fabric is treated at the finishing plant, garments made and then the treatment fixed by pressing and curing at high temperature. This source has the full capability of not only manufacturing the garments to our specifications within a very tight schedule but they also have the necessary facilities to press and cure the permanent press treatment once the garments are made. This company has been workin g with the fabric supplier in the development of a durable permanent press Post Cure application and is uniquely qualified to meet the goals of this acquisition. Award to another company would result in duplication of costs and delay the end results. Thi s is not a request for competitive quotations. However, the Government will consider all quotations received with five (5) days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order base d upon responses is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their interest and capability to respond to this requirement by mailing information identified in FBO Numbered Note 22 to the U. S. Army Robert Morris Acquisition Center, Natick Contracting Division, ATTN: AMSSB-ACN-S/Peggy Dube, Natick, MA 01760-5011 no later than 12:00 noon on 3 Ju ne 2002.
