Description
NA U.S. Army Engineer District, Alaska is soliciting proposals on a full and open competitive basis from qualified organizations to award a PROFESSIONAL SERVICES CONTRACT FOR PLANNING, ECONOMIC, AND ENVIRONMENTAL ANALYSIS, VARIOUS LOCATIONS, ALASKA. The con tract shall be Indefinite Delivery ?Indefinite Quantity firm fixed price. The contract limit is $300,000.00 for the base year and 4 option years at $300,000.00 for each year. There will be no specific task order limit except that of the yearly contract limit. The Government intends to award a contract to the responsible offeror whose proposal conforms to the solicitation and is the most advantageous to the Government. Work will be defined by the individual task order and will be located at various loca tions within Alaska. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that part of the work it inte nds to subcontract. The subcontracting plan is not required with this submittal. The FY02 subcontracting goals for this contract are a minimum of 61.4% of the contractor?s intended subcontract amount be placed with small businesses, 9.1% of that to small disadvantaged businesses, 5.0% to woman-owned small businesses, 3.0% to service disabled veteran-owned small businesses, 3% to veteran owned small business and 2.5% to HUBZone small businesses. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. The North American Industry Classification System (NAICS) Code is 541690. PROJECT INFORMATION: The Contractor shall furnish all labor, supervision, materials, equipment, transportation and management necessary to provide planning, environmental, and economic analysis in accordance with the requirements stated in the solicitation. The contractor must have sufficient available staff, flexibility, and capability to perform tasks as needed. Services will support natural resources, cultural resources, and economic analyses and evaluations for Corps civil works and military projects principally in Alaska. Services to be performed typically may be: a.) P LANNING ANALYSIS: The contractor will evaluate the needs and objectives of the customer and compile the project specific planning objectives for each assigned project. All reasonable alternative ways to meet the project specific planning objective of con tributing to the national economic development consistent with protecting the Nation?s environment, pursuant to national environmental statutes, applicable executive orders, and other Federal planning requirements. Each alternative plan will be formulated in consideration of four criteria: completeness, effectiveness, efficiency, and acceptability. The accounts of national economic development, environmental quality, regional economic development, and other social effects will be used to display the effec ts of alternative plans. Documentation of the rationale for selection of the National Economic Development Plan and the Locally Preferred Plan, if desired by the customer, will be displayed in each feasibility report. The overall planning process for wat er resources projects will follow the requirements of ER 1105-2-100, Planning Guidance Notebook. The contractor and subcontractors must be experienced in evaluating commercial fishing harbor, deep drift navigation, shore protection, and flood damage reduc tion projects in the North Pacific and Arctic regions. b) ENVIRONMENTAL ANALYSIS: The contractor will collect information about natural resources, human uses of those resources, and other information required to evaluate the effects of proposed and exist ing activities on the environment. The contractor may be required to oversee, design, conduct, and/or prepare documentation for studies conducted for a variety o f activities. Activities may be part of the Corps of Engineers Civil Works or Military programs and/or may be for work the Corps does for other public agencies. Work will be performed to meet standards of the Council on Environmental Quality for implemen tation of NEPA; agency regulations for NEPA and other environmental objectives; Section 404 of the Clean Water Act: Executive Orders regarding land use, human and natural resource values and considerations; requirements of state coastal consistency and man agement regulations; Section 106 of the National Historic Preservation Act; NAGPRA; and other regulations and guidelines regarding coordination and documentation for Federal actions affecting natural and cultural resources. Contractor and all subcontracto rs must be experienced in dealing with Arctic and northern sub-arctic resources typical of Alaska. C.) ECONOMIC ANALYSIS: The contractor will perform various types of economic studies dealing with water resource development and planning for civil works p rojects including identification, analysis and optimization of benefits. Work will be performed in accordance with principles established by the Water Resources Planning Act of 1965 (92 U.S.C. 1962a-2 and d-1), Corps of Engineers regulations for the imple mentation of that Act. Task Orders may additionally require economic services in support of planning for military construction. Contractor and subcontractors must be experienced in evaluating economics of projects in North Pacific and Arctic regions. PROPOSAL INFORMATION: The contractor will be required to demonstrate the specific teaming approach to be applied to this project. Evaluation factors such as experience, capabilities and understanding of the requirements, past performance, etc., will be u sed in this acquisition. The Government reserves the right to award without discussions, clarification or request for another proposal. Hand carried Submittals/Express Mail Commercial Delivery: If a firm does not have a current pass to gain entry to the base, on the day before the closing date, the firm must contact the person listed herein by fax or e-mail and request a day pass. The firm must provide the solicitation number, name of person deliver ing the proposal, their social security number and name of their employer and state that this is a request for a day pass. All requests must be received no later than 8 July 2002 or earlier. On the day of delivery, the delivery person must go to Elmend orf AFB Boniface gate and provide a valid driver?s license, proof of current insurance, proof of current IM certification and current vehicle registration.
