Description
SOLICITATION N47408-02-R-2326. This solicitation is being advertised as a 100% HUBZone small business set aside inviting full and open competition. The intent is to award one Indefinite Delivery Indefinite Quantity (IDIQ) fixed price contract. The IDIQ work involves minor maintenance and repair services consisting of, but not limited to, demolition, asphalt and concrete work, fencing, roofing, interior and exterior door replacement/removal, painting, flooring, and electrical work as identified in the Schedule. These services are expected to be performed at various locations in Arizona, Nevada, and California, with the majority of the work anticipated in California. To date 41 U S Army Reserve Centers have been identified, all but 5 are located in California. Project costs assigned to the Line Items within the IDIQ contract will be all inclusive and shall include all anticipated costs for the materials, labor, equipment, supervision, travel, per diem, overheads, profit and G&A. . The contract will be for a base period of one year with four one-year option periods. The minimum delivery order amount for this contract is $10,000.00, with the maximum being $500,000.00. Award will be made to the offeror whose proposals represent the best overall value to the Government, price and other factors considered. Proposals will consist of two volumes; Volume 1 is the Cost Proposal (1,045 Line Items) and Volume 2 contains Management Qualifications, Past Performance, and Small Business Participation Targets. The merits of an Offer will be determined on the basis of acceptability and proposed prices; acceptability will be determined on an offerors ability to meet the material terms of the solicitation. In the interest of time and cost to all parties, the government will eliminate offerors whose offers are determined unacceptable or whose prices are considered unreasonable or unrealistic. The Standard Industrial Code is 1542 and the annual size standard is $17M. It is recommended the subcontracting goals reflect a minimum goals of 62.9% Small Business, 14.5% Small Disadvantaged Business, 13.6% Women-owned Business, 2.5% HUB Zone and 3% Service Disable Veterans. This solicitation action will be issued totally electronically. The target date for release of the RFP is on or about June 17, 2002. The RFP and Attachments will be available electronically via www.navfacco.navfac.navy.mil. The plan holders list will be made available via the web site approximately two weeks after the solicitation release date. Any contractor downloading the solicitation for purposes of submitting a bid, is requested to send an e-mail providing their company name, address, phone and fax number, e-mail address and company point of contact to the individuals listed below. The plan holders list will be updated periodically as it is developed by the above e-mail responses. The solicitation, amendments and the plan holders list will not be sent via mail, e-mail or faxed from the Contracts office. They will be available only by downloading from the aforementioned web site. Amendments will be posted on the web site and IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEB SITE DAILY FOR ANY AND ALL AMENDMENTS TO THIS SOLICITATION AND THE PLAN HOLDERS LIST. Proposals will be due by 2:00 p.m., Pacific Standard Time, on July 17, 2002 at the address listed in this synopsis and in block #7 of the solicitation. E-mail or fax proposals are not acceptable.
