Description
FULL AND OPEN COMPETITIVE PROCUREMENT FOR THE WEAPONS CONTROL SYSTEM (WCS), SEGREGATED FROM THE SUBMARINE COMBAT CONTROL SYSTEM (CCS MK2). The Program Executive Officer, Submarines (PMS425) and Naval Sea Systems Command (NAVSEA, SEA 92C) are soliciting proposals to implement innovative open systems design concepts in Submarine Combat Systems. On 28 May 2002 NAVSEA (SEA 026) issued a draft solicitation for the competitive procurement (subject to the limitations as indicated in the numbered notes of this presolicitation notice) for the development of the WCS System. NAVSEA intends to release the formal solicitation on or about 12 June 2002. The WCS is a segregated portion of the Submarine Combat Control System (CCS MK2) baseline program that includes Engineering Change Proposal (ECP) 004 that is to be installed on all submarine classes. The Government plans to award one hybrid Cost-Plus-Award-Fee/Cost-Plus-Incentive-Fee (CPAF/IF) contract with a base year and four one year options for development, systems engineering, system integration, production, installation, and logistics support to the WCS. The WCS solicitation is numbered N00024-02-R-6207. The draft solicitation is only posted at http://www.neco.navy.mil. Questions, requests for clarification, and comments on the draft solicitation are encouraged and must be received by the Government by NLT 7 June 2002. Though the Government will continue to accept comments after this date, time may not permit the Government to respond to them before issuance of the formal solicitation. The formal solicitation will be posted at both http://www.neco.navy.mil and the Federal Business Opportunities Web Page. It is the responsibility of the interested parties to independently review these web pages frequentl y for updates to any and all documents. Potential offerors will be responsible for downloading their own copy of the solicitation documents and amendments (if any). No paper copies of these documents will be issued. The solicitation will not include the WCS Performance Specification, PMS4253-WCPS-001 (classified "CONFIDENTIAL"). The Performance Specification along with other Navy documentation on the Submarine Combat Control System will be available at the Technical Information Center (TIC), which is being established at Naval Undersea Warfare Center, Newport, RI to support this procurement. Instructions will be provided in the draft solicitation regarding access to the TIC. Participation by Small and Small Disadvantaged Business Concerns and Women-Owned Small Businesses as prime contractors and subcontractors is strongly encouraged.
