- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation and proposals are being. The Request for Quotation number is EXIM -02-Q-0013. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 01-07 (effective 05/15/02). There is one line item, 0001, which will be 1 Job for a Flexible Spending Account (FSA) Program that will cover health care, dependent care, and travel/parking expenses. The offeror will provide all labor, equipment, materials, and supervision necessary to provide a FSA program in accordance with the Statement of Work (SOW). The delivery and acceptance of the FSA program will be the destination, the Export Import Bank of the US, 811 Vermont Ave, N.W. Washington DC, 20571. The following clauses apply to this acquisition: 52.212-1 Instructions to Offerors - Commercial Items; 52.212-2 Evaluation - Commercial Items; 52.212-3 Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions required to Implement Statues or Executive Orders; 52.252-2 Clauses Incorporated by Reference (1,12,13,14, and 15). A proposal for this requirement must contain the offeror's technical and management approach to fulfill the requirements listed in the SOW and should demonstrate their soundness of approach in meeting the tasks listed in the SOW. The proposal should show the offeror's ability to reasonably execute the proposed approach (i.e., overall feasibility, compliance with SOW requirements). The proposal should list the offeror's corporate experience in dealing with similar tasks as detailed in the SOW. It should also include what personnel is anticipated to complete the requirements listed in the SOW and what skills and qualifications will key personnel have that will enable them to complete the SOW tasks. Also include past performance that includes details of recent past performance or relevant past performance in accordance with the SOW. The Government plans to award this contract to the offeror with the lowest price. However, the Government reserves the right to award to other than the lowest price if an offeror's technical, management and corporate experience are clearly superior to the low priced offeror. Also the Government plans to award this requirement without discussions, however the Government reserves the right to hold discussions if the Contracting Officer determines that discussions are necessary. The Government also reserves the right to make a competitive range decision among all offers received and to only have discussions with offers remaining after the competitive range has been determined. Offers are due by 03 June 2002 by 10:00 A.M. to the Export Import Bank of the US at 811 Vermont Ave NW; Washington DC, 20571.
