Description
NA Sources sought to provide program monitoring activities to the National Guard Bureau, Youth Program Division for, but not limited to, 31 Youth ChalleNGe program sites in 26 states and Puerto Rico (AK, AZ, AR, CA, FL, GA, HI, IL, KY, LA, MD, MI, MS, MO, MT, NJ, NM, NY, NC, OK, OR, PR, SC, TX, VA, WI, WV). This is a follow-on procurement, so much of the infrastructure is in place and would be made available to a successful contractor. As part of this monitoring, the Contractor would monitor program activiti es at all ChalleNGe sites and report weekly throughout the Residential Phase and monthly throughout the Post-Residential phase on program performance measures. Data (including participant profile, social background, medical/dental concerns, family financi al profile, educational experience, work experience, physical abilities, expectations, and attitude towards authority figures, the community, state and nation) will be collected and maintained on each participant through completion of the Post-Residential Phase and for three years thereafter. All data will be analyzed, interpreted, summarized, and reported to the Contracting Officer’s Representative (COR). Additionally, the contractor would be required to provide a variety of reports to program sites to a ssist the sites in meeting internal management requirements. The contractor would be responsible for the integrity of all data collected and be prepared to respond to ad-hoc requests for program information as needed. The National Guard Bureau (NGB) is c onducting a market survey of firms to identify sources that are capable of: 1) providing an assessment and data collection plan; 2) collecting, processing, analyzing and interpreting data from the program; 3) collecting and maintaining data on each prog ram applicant; 4) conducting on-site assessments of all programs; 5) conducting assessments of the management and accountability of program assets; 6) compiling a compendium of best practices and lessons learned; 7) collecting review and analyzing prog ram policy implementation documents; 8) monitoring program activities and providing reports as needed; 9) providing planning and delivery of at least two staff workshops annually; 10) conducting analysis of the organization and management of the progra m; 11) providing technical assistance to the COR as required on a variety of studies, analysis and issues concerning the ChalleNGe program. This market survey is for planning purposes only and shall not be co nstrued as a request for proposal or as an obligation on the part of the Government.
