- Description
- The Division of Cancer Epdiemiology band Genetics, Occupational Epidemiology Branch, National Cancer Institute plans to enter into a sole source contract with Shanghai Municipal Center for Disease Control and Prevention, 1380 Zhong Shan Road (W), Shanghai 200336, P.R. China to conduct research studies on occupational cancer risks. The Occupational Epidemiology Branch conducts research studies on occupational causes of cancer. An important component of these studies is the exposure assessment. An innovative approach to exposure assessment has been developed recently by investigators with the Occupational Epidemiology Branch that uses work history questionnaires supplemented with information from job modules. The Occupational Epidemiology Branch is currently collaborating with the Shanghai Cancer Institute on the Shanghai Women?s Health Study being conducted in Shanghai that uses detailed questionnaires to explore occupational cancer risks under an NCI contract. This procurement is related to this study to investigate the level of misclassification arising from use of these questionnaires as compared to more traditional approaches of assessing exposure. The objective of this contract is to obtain the services necessary to administer questionnaires and collect air and biological samples for 240 subjects at 12 different factories in Shanghai. It is important that the evaluation be done in the area of Shanghai so as to allow proper interpretation of the epidemiologic analysis in that study. The Shanghai Municipal Center is the only agency in Shanghai that has historic measurement data on employers in this region of China. The Shanghai Municipal Center has substantial experience in collecting airborne measurement data, and they are the only group that has insight into the peculiarities of the data. Based on the above facts The Shanghai Municipal Center is the only source known to NCI investigators that can provide the above services. The period of performance shall be for 1 year from date of award with an additional 1year option if exercised by the Government. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, including all techniques and demonstrated expertise, it may submit a statement of capabilities. The capability statement and any information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet this requirement. Capability Statements must be received in the contracting office by 1:00 PM EDT (local Washington, D.C. time) on June 14, 2002. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendors responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted
