Description
Provide all material, equipment, transportation and perform labor to replace four buoys in Iliuliuk Harbor (Dutch Harbor, Alaska) with pile structures. Two of these structures are single pile while the other two structures are composed of three piles. Government will furnish platforms and ladders which the contractor will mount on the newly installed structures. Contractor is to fabricate all connections and brackets and provide required piles. The existing buoys and sinkers will be removed by the contractor and delivered to the Coast Guard storage area in Dutch Harbor, Alaska. Contractor is required to have both a pile driver and a rock drill on site to meet minimum penetration requirements based on actual conditions required. The estimated cost range for this project is between $100,000 and $250,000. The performance period is 120 calendar days from the date of award of a contract. This procurement is issued on an unrestricted basis pursuant to the Small Business Competitiveness Demonstration program, Public Law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is NOT a small business set-aside. All responsible sources may submit a bid which shall be considered by the U. S. Coast Guard. All responsible sources may submit a bid. The work required by this Invitation for Bids is identified as North American Industry Classification System #234990 and the applicable size standard is $27.5 million dollars in annual receipts for the past three years. The solicitation will not be issued in paper form. Telephone requests will not be accepted. All relevant solicitation documents, including specifications and drawings may be accessed for download beginning on the date of issue (estimated to be June 14, 2002) at the following site: http://www.eps.gov. Any amendments issued to the solicitation will be posted solely on that website. Prospective bidders are responsible for checking the website for amendments up to the date and time of bid opening. Companies not having the capability to download solicitation documents may refer to a list of printers available through the Tri-Service Solicitation Network, http://tsn.wes.army.mil/TSN SolicitationPrinting.asp. Printers on this list can download and print drawings and other solicitation documents for a fee. Plan holder lists are generally not available for electronically posted projects. Anyone desiring to be added to a plan holders list for this project must notify the Contracting Officer and provide, as a minimum, their name, address, and phone and fax numbers. For Minority, Women-Owned and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women owned and disadvantaged business enterprises to acquire short-time working capital assistance for transportation-related contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
