Description
The 55th Wing at Offutt AFB, Nebraska is seeking cost information from sources that are capable of providing services for a compressed natural gas (CNG) station. This announcement is issued solely for information and planning purposes?it does not constitute a Request for Proposal (RFP). The Government requests interested parties submit information pertaining to the following statement of work. General Scope: The work shall include inspection and servicing of compressors, motors, instrumentation, piping, valves, pressure vessels, safety equipment, dispensers and collection of hazardous waste. Hazardous waste will be properly disposed in Government provided containers (on-site). The Contractor shall perform routine maintenance on the fill dispenser(s). This shall include resetting reference pressures, hose and nozzle repair/replacement, filter replacing, and general inspection and cleaning of dispenser. The Contractor shall have 48 hours after an accident to respond to the Government with a formal safety/accident report. The response will include corrective action taken by the Contractor. Contractor shall assess and communicate to the Government the anticipated service outage time for the CNG Fill Station prior to regularly scheduled maintenance and as soon as can be determined for non-scheduled maintenance. Contractor will be responsible for training their employees with respect to the services and requirements in any potential contract. Contractor shall provide the Government with a recommended inventory of spare parts to be purchased and maintained by the Government. The spare parts inventory shall be readily available to the Contractor. Contractor will notify Government if major repairs are needed. Prior Government authorization will be required before any repairs that are not part of the schedule are performed. Service Requirements: Contractor shall inspect the station at least once per week and complete a CNG Station Inspection Data Report. Weekly Inspection Requirements: A. Compressors, storage vessels, priority panels & associated tubing for gas leaks. B. All relief valves for fugitive leaks. C. Nozzle-fit for tightness and leaks during fueling. D. Hose for cracks & abrasions. E. All filters (notifying Customer when replacements are required). F. Proper postings (signage) on all safety equipment (e.g., fire extinguishers, warning signs, & Prop 65 signs). G. Electrical panels, circuit breakers, an distribution panels for tampering or short circuit conditions. H. Excessive noise levels. I. Alarm and shutdown systems. J. Compressors, dryers, instrumentation and any electrical devices to insure proper functioning of equipment as necessary. K. Compressor lubrication rate and excessive oil consumption. During the initial twelve (12) weeks of operation (Start-Up Period) the above Weekly Inspection Requirements will need to be supplemented with additional inspections (up to 24). Monthly Requirements: Contactor shall test for gas odorant level. Contractor shall test the Emergency Shut Down System to ensure proper operation. Annual Requirements: A. Inspection by trained, qualified individual. B. Test vehicle fueling hoses for leaks per manufacturer?s requirements. Any unsafe leakage shall be reason for replacement. Required at Least Every Five (5) Years: Test, re-service, or replace pressure relief devices (NPFA 52). All test results shall be documented on the CNG Station Inspection Data Report. As prescribed in the Federal Acquisition Regulation (FAR) 52.215-3, the Government does not intend to award a contract on the basis of this request for information (RFI) or otherwise pay for the information provided. Response to this RFI is strictly voluntary and will not affect any contractor?s ability to submit an offer if and when a solicitation is released. There is no bid package or solicitation document associated with this announcement. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor?s information.
