- AFMETCAL Det 1 has a requirement for 7 each Capacitance Standards Sets in accordance with Directorate of Metrology Purchase Description 2M02-1-14, Revision 2, dated 14 May 2002. This is brand name or equal to the Andeen-Hagerling AH 1100 Capacitance Standard Frame and AH 11A capacitance standards. This capacitance standards set will provide calibration support to the Andeen-Hagerling AH 2700A multi-frequency capacitance bridge. The capacitance frame will be standard width, bench-top or rack mountable. This frame can hold up to four fused silica capacitance standards. The frame provides the electrical power to operate a precision temperature controlled oven for increased stability. The frame will contain three capacitance standards and a three-terminal BNC pass through connection. The following are salient characteristics: The frame will contain three fused silica capacitance standards that have a capacitance value of 0.99950pf, 9.9995pF and 99.99950pF. The capacitance frame will contain one three terminal BNC connector pass through. This pass through is used to bring the Andeen-Hagerling capacitance bridge terminals on the back of the instrument to the front of the frame. The capacitance frame will be capable of holding four fused silica capacitance standards. This frame will use three positions for capacitance standards with values shown in paragraph 4.1 of the purchase description and the remaining position for a front terminal pass through as described in paragraph 4.2 of the purchase description. The frame will provide power to a precision controlled oven. The frame will provide metering circuits that monitor the internal power voltages and temperatures. Connections to the three capacitance standards will be made independently from pairs of BNC connectors on the front of the frame. The capacitance values will have a NIST or NPL traceable accuracy of 2 +1/C ppm @ 1kHz ("C" is the capacitance value in pF). The capacitance standards will have a stability of 0.3 +1/C ppm/year or lower. The capacitance standards will have an AC voltage coefficient of no more then 0.003/ppm/volt rms @ 1 kHz. The capacitance standards will have a DC voltage coefficient of no more then 0.0001/ppm/volt The dissipation factor of the capacitance standards shall be less then 0.000 003 tan delta. The general requirements are as follows: The frame shall be approximately 3.5 inches (8.9 cm) high and 15 inches (38.1 cm) deep. The capacitance standards shall be approximately 4.5 inches (11.3 cm) wide by 8.0 inches (20.3 cm) long by 2.0 inches (5.1 cm) high. The weight of the frame, capacitance standards and pass through shall not exceed 25 pounds (1.34 kilograms). The Capacitance Standards Set shall be portable, such that normal handling and transportation will not alter accuracy or stability. Warm up time from power on shall be less then or equal to 30 minutes Damage or accuracy deterioration to the Capacitance Standards Set shall not result due to shipment of the unit. The Capacitance Standards Set shall be suitable for commercial air transport and shall meet all regulations that apply. The Capacitance Standards Set shall be free from defects in materials, workmanship and operation for a period of three years from the date of shipment. During the warranty period, any defects will be repaired at no cost to the government. The capacitance standards shall use a fused silica disk as a dielectric. The disk shall be hermetically sealed in a chamber that is thermally insulated from the outside of the case. The temperature of this chamber shall be monitored by precision temperature sensors. Connection of the capacitance standard to the frame shall be made by two BNC and one 16 pin connectors. It will be the contractor's responsibility to assure the Government that such design objectives like reliability, accuracy of operation, and maintainability have been given due consideration in the manufacture of this equipment. The equipment shall be able to withstand the conditions met in shipping, storage, installation, and services. All material and parts of this equipment shall be capable of withstanding environmental testing requirements of this specification. Damage to the Capacitance Standards Set shall not occur as a result of the following environment: Storage Temperature Range: -40 to 75 degrees Celsius. Operating Temperature Range: 10 to 40 degrees Celsius. Humidity Range: 0 to 85% relative humidity. The workmanship shall be first class, appear generally neat, and comply with standard commercial practices. The standards of workmanship shall be such that the Capacitance Standards Set shall comply with all sections of the purchase description A complete Operator and Service manual shall be provided with each standard. The Capacitance Standards Set shall be calibrated and traceable to the National Institute of Standards and Technology or the National Physical Laboratory in the UK at frequencies of 100, 400, 1000, 4,000, 10,000 and 16,000 Hertz for each of the capacitance values shown in paragraph 4.1of the purchase description. A certificate of calibration traceable to a National Laboratory shall be provided with each capacitance standards set. Request for Quotation F33660-02-T-0016 will be issued approximately 11 June 2002 and will close approximately 10 July 2002. Delivery will be 180 calendar days after receipt of award. FOB Destination. All responsible sources may submit an offer, which shall be considered. Contractors must be registered in CCR prior to award. The Government will make an award from this request for quotation to the responsible offeror whose offer is most advantageous to the Government.
