Description
This is NOT a pre-solicitation notice pursuant to FAR Part 5, but Market Research to identify sources that possess the expertise, capabilities, experience, and facilities to meet the requirements for build to specification acquisition of Combined Generator and Air Conditioning Carts (GCAC), NSN: 6115-01-8117. The estimated quantity is 2 each First Articles and 4 years production with an estimated range of 100 to 150 units per year. The CGAC is a flightline type, trailer-mounted, multi-fueled, engine driven generator set with the capability to supply electrical power, conditioned air for avionics cooling, and air flow for an aircraft main engine start. The GCAC shall simultaneously supply 75KVA of electrical power and 100 ppm at 3 psig conditioned air-flow at ambient conditions up to 100 degrees F at sea level. The CGAC shall also have the capability to supply bleed air to the aircraft for Main Engine Starting (MES) or to drive on-aircraft ECS cooling systems. The CGAC shall have the capability to supply 155 ppm flow-rate at 51 psia, under standard day, sea level conditions. The delivery air temperature shall not exceed 500 F under these conditions, and shall not exceed 600 F at any operational condition. A Draft Purchase description and Contractor Capability Survey are contained in this notice. Participation in this survey may not necessarily result in your company being able to participate in the solicitation due to level of security clearances and amount of foreign participation. This notice does not constitute an invitation for bid or request for proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Both large and small businesses are encouraged to participate in this Market Research. The applicable North American Industry Classification (NAICS) Code is 336413 (1000 Employees). Joint ventures or teaming arrangements may be advantageous. Information relative to the Small Business Administration Final Rule concerning waiver of the affiliation rule for small business joint venture and teaming arrangements is contained in this survey.
