Description
This is a combined synopsis solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation/request for proposal. Proposals are being requested. Therefore, a written solicitation will not be issued. The 11th Contracting Squadron intends to procure solicitation number F8021021160100 for full and open competition. It will be awarded as a Firm Fixed Price purchase order to the responsive offeror submitting the lowest priced technically acceptable offer. The purpose of this order is to provide lodging, meals, and meeting space for 120 teenagers/adults for the 2002 Air Force Youth of the Year Teen Forum. The performance period is from 23 Jun 02 through 27 Jun 02. The hotel must be located, within easy walking distance (less than a mile) of the Pentagon Visitors? Entrance, for teenagers with respect to the traffic patterns of the busy streets. The Hotel must be capable of providing theater style Meeting Space to support 120 attendees on 25 Jun 02 (8:00am ? Noon, Eastern Standard Time). The evenings of 25 Jun 02 and 26 Jun 02, we will require 2 Meeting Space rooms. Social Meeting Room #1 (24 ? 26 Jun 02, Noon ? Midnight, Eastern Standard Time) will be set up with board games, etc. and used for group meetings accommodating 120 people. Social Meeting Room Room #2 (25 ? 26 Jun 02, 6:00pm ? Midnight, Eastern Standard Time) must have open space and a stereo system for social purposes accommodating 50 + people. Lodging will be required for 120 people, 23?27 June 2002, as follows. We require 9 double occupancy and 10 single occupancy rooms, for the night of 23 Jun 02, to accommodate 30 people. We further require 42 double occupancy and 28 single occupancy rooms, 24-26 Jun 02, to accommodate 120 people. Double occupancy rooms will house two or more same-sex teenagers. The single occupancy rooms will house adult staff members. Check out will be on 27 Jun 02. The Hotel shall provide a total of 12 meals between 23 Jun and 27 Jun 02, as follows. The following meals are required: 23 Jun 02 -- dinner only (30 people); 24 Jun 02 -- Breakfast (30 people), Lunch (30 people), and Dinner (120 people); 25-26 Jun 02 -- Breakfast, lunch (take out box lunches for 26 Jun 02), and dinner (all for 120 people), 27 Jun 02 -- Breakfast (120 people) and Lunch (30 people). There is some flexibility on the types of meals provided. However, all meals (with 120 anticipated attendees) should be offered via buffet and palatable to teenagers (fruit, sweet rolls, bagels, scrambled eggs, deli sandwiches, pizza, hamburgers/hot dogs, etc.). Meals for less than 120 attendees could be served at a restaurant on the premises, rather than a banquet facility, in order to accommodate differing schedules. Please provide your itemized costs outlining the above requirements (meeting space, lodging, and meals) on a Firm Fixed Price (tax-exempt) basis. The lodging rates and meal cost (including gratuity) cannot exceed the Government?s per diem rates, in accordance with the Joint Travel Regulation. All other costs (telephone, movie rental, room service, etc.) are to be prepaid independently by the individual responsible for incurring the expenses. Award is anticipated on or about 11 June 02. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-23. The NAICS Code assigned to this project is 721110. In order to be considered, the offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (ALT I) (FEB 2001), and must be registered in the Central Contractor Registration (CCR) to be eligible for award. Contractors may register in the CCR by visiting the CCR website at www.ccr.2000.com. The Solicitation closing date is 9 Jun 02. Therefore, all offers must be received by 3:00 PM, Eastern Standard Time, on 9 Jun 02. The required documentation should be provided to 11th Contracting Squadron/LGCN, Attn: NCR Support Flight-C.E.
