- NA The Defense Contracting Command-Washington intends to issue a Request for Proposal (RFP) on behalf of the U.S. Army Research Institute (ARI) for the Army Personnel Survey Office (APSO). This acquisition is 100% Set-Aside for Small Business. The applicabl e North American Industry Classification System (NAICS) is 541720 ($5 Million). The performance period will be for a one-year basic period with two 1-year option years, with provision for annual increases of 3.5% for each line item. The government antici pates two Indefinite Quantity contracts resulting from this solicitation from which Delivery Orders (DOs) may be issued. The Government sets forth the following MINIMUM dollar amount of $4,000 for each year of the contract. All prospective offerors int erested in submitting proposals must have a commercial and government entity code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr2000.com or via phone at CCR (888) 352-9333. The requirement is for the contractual ser vices for the following: analyzing survey data; analyzing written comments by respondents; producing frequencies, crosstabs and codebooks summarizing survey data; comparing the results of the current survey to results from other comparable surveys; writin g summary reports; preparing slides/charts summarizing survey data and findings; and ? as needed ?presenting the findings briefing. The key surveys for which the work will be done are the Sample Survey of Military Personnel, Survey on Officer Careers, and the Survey of Army Families. Work also may be required for other, special one-time surveys conducted by ARI and for data bases from other sources, such as the Defense Manpower Data Center. Software Tools: The contractor shall use a current Statistical Package for the Social Sciences (SPSS) for Windows for data processing and Microsoft Word, PowerPoint, Excel and Access for other required functions. High quality, quick turnaround services are essential because the surveys must provide information to t op Army leaders within short time frames. ARI conducts surveys of soldiers and their family members, and is responsible for providing the results to Army leaders and Army activity proponents/sponsors in a timely manner. The contractor must possess the ?capability? to conduct requested support services by using its own facilities and staff. The Government will provide the following: edited SPSS data file, and SPSS syntax/systems file for the surveys to be analyzed; frequency printouts for the surveys t o be analyzed, and, if available, files and documents on floppy or ZIP disks of materials produced for similar requirements. A similar delivery order contract is held by Swan Research Incorporated, 665 Bay Green Drive, Arnold, MD.
