Description
The U.S. Army, Office of the Project Manager for Tank and Medium caliber Ammunition Systems (OPM TMAS), has a requirement to manage the interfaces in regards to the Mid Range Munition (MRM) System. This system consists of either a 120mm or 105mm munition that must be integrated into the Army?s Future Combat System of systems Line-Of-Sight/Beyond Line-Of-Sight (FCS LOS/BLOS) Block I vehicle. MRM must also be supported by appropriate Command and Control systems such as the Advanced Field Artillery Tactical Data Systems (AFATDS), Warfighter Information Network-Tactical (WIN-T), and Force XXI Battle Command Brigade-and Below (FBCB2) and also function in coordination with battlefield sensors. The contractor must accomplish integration work in the following areas: Program Coordination, Integration Development and Management, Tactics Implementation, System Analysis and Optimization, and Documentation. The contractor must coordinate with the Lead System Integrator (LSI), responsible for developing the overall force structure for the FCS. The contractor is also expected to interact with the appropriate Project Managers and system contractors of the systems mentioned above to optimize their respective systems from an overall system viewpoint within funding and schedule constraints as the tactics and force structures are evolved. At this stage in development, considerable work needs to be done in the refinement of tactics, which will have an effect on systems interfaces. As such, the contractor will also have to coordinate with the Armor, Fire Support, Infantry and Aviation schools. The contractor is expected to incorporate requirements that are allocated down to the FCS LOS/BLOS vehicle and ensure that the MRM will perform within the vehicle requirements identified. The contractor must identify, establish, analyze and demonstrate the MRM System Interfaces from both an engineering and tactical perspective. Analysis, simulations and trade studies must be performed to optimize the system. The contractor must also deliver documentation in support of the above efforts, including confirmation management of the interfaces, as well those in support of a milestone B decision, such as a C4ISR plan, Joint Technical Architecture (JTA) Migration Plan, Registration of Mission Critical Data, and Inter Army Interoperability certification. The initial effort will be 18 months, which will bring the MRM program to the point where it is ready for System Development and Demonstration. Up to three 12- month options may be exercised, which will continue the efforts described above in concert with the continued development of the MRM program. The contractor should have knowledge of and experience in 120mm / 105mm tank ammunition; Artillery Systems and their respective Fire Control Systems, Systems Integration of fire control and ammunition, Battlefield sensors in Long Range Advanced Scout Surveillance System, Bradley Fire Support Team Vehicle, Striker and Bradley Infantry and Calvary Fighting Vehicles along with their tactical employment; Armor, Fire Support, Infantry and Aviation Tactics on the battlefield; Command and Control Systems such as AFATDS, WIN-T, FBCB2; System Analysis and Trade Studies to Optimize Overall performance and Command, Control, Communication, Computers, and Intelligence Support Plan (C4ISP) preparation. This procurement will be a small business set-aside. A Secret clearance level is required. Period of performance for basic contract will be for 18 months with three (3) one-year options.
