- NA The U.S. Army Yuma Proving Ground (USAYPG), AZ intends to negotiate and award a contract with AeroVironment Inc., 825 South Myrtle Avenue, Monrovia, CA 91016 on an other than full and open competition basis. The contract is required to purchase an ABC-150 Power System Package, which has the capabilities of both charging and testing all of the component parts of hybrid electric vehicles. This Power System Package will include the Power Processing System with deluxe data acquisition software, an Isolation F rontend with optional Performance Enhancement Upgrade, an option upgrade to 445 Volts, two (2) 150 kVA rated Isolation Transformers, a Remote Emergency Stop, a Remote Operation System (ROS) software 4.X with optional National Instruments NIDAQ Data Acquisi tion Interface, Byte Pipe (RS232 interface), CAN Interface, Battery Management System Software, LabView Interface, SmartGaurd (SG) Distributed Battery Data Acquisition System Type E with (30) SG Modules Type E, SG Interface Type E, and SG Control Center Da ta Acquisition System Software Type E. This system is currently being utilized for charging and testing hybrid electric vehicles in Aberdeen, MD. The Army now has a requirement for performing the same identical tests on the hybrid electric vehicles in th e arid environment at Yuma Proving Ground, AZ and possibly in the cold environment at Ft. Greely, AK, which may require the acquisition of another Power System Package. The systems and software being acquired must be capable of performing identical functi ons to the proprietary AeroVironment systems and software. Interested parties may submit technical literature showing their capability of meeting the Government?s requirement. This notice of intent is not a request for competitive proposals. A determina tion by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to cond uct a competitive procurement. (See Note 22. The timeframe listed in Note 22 is reduced from 45 days to 14 days.)
