- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulations Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Proposals are being requested, and no further written solicitation will be issued. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. This solicitation, number DABT59- 02-R-0019 is issued as a Request for Proposals (RFP) for the maintenance and repair of government owned fitness equipment. This procurement is 100% small business set-aside. The FSC code is J078, the SIC Code is 7699 with size standard $5.0 and the NAICS Code is 811310 with size standard $5.0. The Directorate of Contracting intends to issue a firm-fixed price contract for the period 1 July 2002 through 30 June 2003, base with four option years. The closing date will be 14 June 2002, 1600 p.m. The antic ipated award date will be made on or before 1 July 2002. The MWR Sports Facilities, Fort Lee, VA has a requirement for CLIN 0001 ? The contractor shall provide all plant, labor, equipment, and materials necessary for preventive and remedial maintenance an d repair of government owned physical fitness equipment located at MWR Sports facilities at Fort Lee, VA. Preventive and remedial maintenance shall consist of cleaning, lubrication, adjustment and replacement of worn defective parts to maintain each piece of equipment in accordance with the statement of work. There will be 1 visit per month. These visits will be made on the first Tuesday of each month. Hours of operation are Monday through Friday 0730 to 1630. CLIN 0002 ? Emergency visits are for broke n down equipment only no other equipment will be serviced during an emergency visit in accordance with the statement of work Para. 8. This line item will only be paid when used. CLIN 0003 ? Repair parts ? the price for each repair is (manufacturers price ) plus shipping and handling charge. A separate invoice for parts shall be submitted by the contractor in accordance with the statement of work Para. 7. The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offer ors ? Commercial applies to this acquisition; 52-212-2, Evaluation - Commercial Items. The government will award a contract to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability, past performance and price. Technical and past performance, when combined, are significantly more important than price. Contractors are to subm it past performance information, including points of contact, on the last three contracts for similar services. All responsible sources may submit offers, which, if timely received, the Government shall consider. Offers received without past performance references shall be considered non-responsive. All offerors shall ensure that all reference points of contact, i.e., organization, name, and phone number, are accurate; FAR 52.212-3, Offeror Representations and Certifications ? Evidence of automobile liability coverage is required at the time of registration. Fort Lee registration sticker/pass must be visible at all times.
