Description
The work requires the renovation of Buildings 44 and 59, Portsmouth Naval Shipyard, Kittery, Maine. The Contractor is to provide all labor, materials, equipment, transportation, and supervision as necessary to accomplish interior renovation and upgrades of mechanical, electrical and plumbing systems, provide structural upgrades, window and masonry repairs and interior floor, ceiling and wall finishes and repairs, in Buildings 44 and 59, Portsmouth Naval Shipyard, Kittery, Maine. The period of performance is 450 calendar days, to be complete in 3 phases. Phase A requires completion of Building 44 renovation within 180 calendar days; Phase B is for the relocation of personnel from Building 59 to Building 44 within 30 calendar day period; and Phase C is for the completion of Building 59 renovation within 240 calendar days. There are options included for both the Building 44 and Building 59 work. The option work for Building 59 are: Option 1 requires the deletion of all elements of ventilation and air conditioning under the Base Bid, installing air conditioning throughout both first and second floors including all associated civil, structural, architectural, plumbing and electrical work. Option 2 requires the removal of the existing storm windows, refurbishing existing wood windows, installing interior storm window system, repointing and cleaning exterior masonry, installing replacement bricks, including all labor, material and equipment. The options for Building 44 are: Option 1 requires the provision of all labor, material, equipment, transportation and supervision to air condition all spaces. Option 2 requires the provision of all labor, material, equipment, transportation and supervision to install metal stud and gypsum board wall system at existing exterior masonry wall. Option 3 requires the refurbishment of existing exterior windows associated with project area. Award will be based on the lowest, responsive, responsible bidder for the base bid and all options. The options, if exercised, will be exercised at the time of award. The period of performance will not change is the options are exercised. The estimated cost range is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code for this procurement is 233320 with a size standard of $28,500,000. This acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clause 52.219-4, ?Notice of Price Evaluation Preference for HUBZone Small Business Concerns.? PLANS AND SPECIFICATIONS ARE NOT AVAILABLE IN THE CONTRACTS OFFICE. The Defense Federal Acquisition Regulation (DFAR) has been amended to require all contractors to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Be advised for solicitation issued after May 31, 1998, failure to registered in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing our web site at http:/www.efdnorth.navfac.navy.mil or by referring to DFAR Subpart 204.73. Bidders/Offerors should submit verification of their firm's registration in the DOD CCR Database with their Bid or Proposal. Those firms not currently registered in the CCR should process their application immediately to ensure registration prior to any award.
