Description
This solicitation is issued on an unrestricted basis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Request for Quotation number N00604-02-T-A838 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07 and Defense Change Notice 20020426. The NAICS code is 333319 and the business size standard is 500 employees. This requirement is for a fixed priced contract for demineralizers. CLIN 0001, 4 each demineralizers without HIC/Overpack/Lifting Basket, carbon steel body, epoxy liner, CRES inlet, outlet and vent quick disconnect connections, per Chem-Nuclear Drawing C-334-D-6428 Rev 2 or Avantech Drawing 1B40-0121-D Rev 1. 1) The contractor shall provide a drawing that specifies the specific manufacturing details of the demineralizer assembly including all materials of construction. The contractor shall obtain shipyard approval of the drawing and any revisions prior to fabrication. 2) General design features of demineralizers. The following is a listing of key design features of the demineralizer. The listing is not all-inclusive. A. Design pressure of 150 PSI. B. Design Temperature 140 degress F. C. Design flow rate 25 GPM. D. Design maximum differential pressure drop of 5 PSID at 25 GPM. E. Outer diameter 24 inches. F. Overall height 45-1/4 inches. The distance of the inlet, outlet, and vent pipe stubs between the top of the demineralizer and the bottom of the installed quick disconnects shall be 2 inches (change to Chem Nuclear Systems Dwg C-334-D-6428 Rev 2 or Avantech dwg 1B40-0121-D Rev 1 required). G. Cleanliness level commercial grade clean. H. Media capapcity up to 7 cubic feet total. I. Media must be capable of removing particulate, cationic, anionic, and colloidal wastes from water, and may only add pure water back to the affluent (see 4 for more media specifications). J. Connection ports, inlet, outlet, and vent. Inlet connection shall be 1 inch female Hansen CRES self-sealing quick disconnect with mating aluminum dust cover and sleeve lock device. Outlet and vent connections shall be 1 inch male Hansen CRES self-sealing quick disconnects with mating aluminum dust covers. The inlet, outlet, and vent connections shall be labeled. K. Integral shield near top of demineralizer that has at least a shield factor of 32 and has sufficient yield strength such that the entire demineralizer assembly can be lifted via safety hoist rings. L. Pressure vessel must meet ASME Boiler and Pressure Vessel Code. M. Demineralizer must be able to be disposed of as radioactive material as a unit, r the products of a volume reduction process must be able to be disposed of as radioactive material. N. Demineralizer must be outfitted with properly certified lifting and handling means or equipment (See 6 for lifting and handling requirements). O. Demineralizer must have OSHA material safety warnings specified. P. Demineralizer must be constructed to support the waste processing media as a fixed bed retained inside the demineralizer. Q. The top of the demineralizer shall be shielded with 6 inches of steel with a gamma attenuation tenth value thickness of approximately 4 inches, with minimum yield strength of 33,000 PSI. R. The demineralizer shall be dewaterable to less than 0.5% by water volume as specified in 10 CFR 61.56. A certified dewatering procedure shall be provided with the demineralizer. S. Exposed surfaces of the demineralizer shall have a non-porous surface to provide for easy decontamination of all accessible external exposed surfaces of the demineralizer. 3. Demineralizer shall be furnished without HIC/overpack/lifting basket. 4. The demineralizer shall be furnished complete with the following media: A. 3.5 cubit feet of HOH resin (Class 3) that conforms to O-I-1279, FEDERAL SPECIFICATION ION EXCHANGE RESINS or HOH resin that conforms to MIL-R-24119 Class 6 Grade 1 Type A. The resin shall be loaded first. B. 3.5 cubic feet of granular activated charcoal that conforms to Military Specification Mil-C-24496, CHARCOAL, ACTIVATED, HIGH PURITY. The charcoal shall be loaded last so that it is above the resin bed. 5. Hydrostatic test requirements. Demineralizer shall be hydrostatically tested to a minimum of 150 psig for 30 minutes prior to shipment. The demineralizer shall be blown down of free standing liquid after hydrostatic test and prior to shipment. 6. Lifing and Handling Requirements (change to Chem Nuclear Dwg C-334-D-6428 Rev 2 or Avantech Dwg 1B40-0121-D Rev 1 required). A. Two 1/2 inch - 13UNC-2B lifting eye holes must be drilled and tapped into the six-inch shielding material. The holes must be tapped to a usable depth of 7/8" (minimum), must be drilled 180 degrees apart on a 18-1/2 inch DBC. An area one inch in all directions from the center of each lifting eye hole must be flat to allow 360 contact of the safety hoist ring bushing. An area two inches in all directions from the center of each lifting eye hole must be clear of obstructions that would restrict free movement of the safety hoist ring. The minimum yield strength of the six-inch shielding material must be 33,000 PSI. B. A load test shall be performed on the lifting eye holes for the safety hoist rings. The test load shall be applied in the same direction the demineralizer is lifted, not to exceed 10.6 degrees from vertical. The load shall be 150% plus 5%, - 0% of the working capacity (safe working load) to be established for each lifting eye hole. The load test shall be held for a minimum of 10 minutes. C. After load test, the lifting eye holes shall be visually inspected to the maximum extent practicable for cracks, crushed thread, gouges and other deficiencies that would affect load bearing capability. 7. Certification requirements. A. Hydrostatic Test Certification. The contractor shall provide a certification that the completed demineralizer has been hydrostatically tested to a minimum of 150psig for 30 minutes. A copy of hydrostatic test certification papers shall be provided for the demineralizer with the hydrostatic test pressure, documented proof of test duration and test date Absence of documentation shall be cause for rejection. B. Lifting Certification. Proof of the lifting eye hole certification must be submitted to the Shipyard for each lifting eye hole. A copy of all load test certification papers, results of visual inspections and safety factor calculations shall be sent to the Shipyard with delivery. Absence of these documents shall be cause for rejection. C. Disposal certification. A certification shall be provided that all materials used for the construction of the demineralizer assembly meet the Barnwell site criteria and the US Ecology site criteria for disposal of radiological material. D. Dewatering Procedure Certification. A certified dewatering procedure shall be provided with the demineralizer. E. Certificate of compliance. The contractor shall provide a Certificate of Compliance which shall state: "All items furnished on this contract are in full compliance with all specification and contract requirements. The inspection and test reports provided represent the actual attributes of the items furnished on this contract and indicate full compliance with all application specification and contract requirements." This statement shall be signed by a contractor official designated responsible for quality assurance. All certifications are required to be delivered with the material. Payment on material for which certifications are not received will be withheld. Partial shipments are authorized. Where certification is required, each partial shipment must be accompanied by applicable certification for that shipment. Only proposals offering the specified products will be considered for award. Each CLIN is to be quoted on a fixed price basis. Required delivery is 14 days ADC, F.O.B. Destination, Pearl Harbor, Hawaii 96860. Inspection and Acceptance shall be made at Destination by the receiving activity. In the event the unit price and extended price are ambiguous, the Government shall use the indicated unit price for evaluation and award purposes. Far 52.211-2, Availability of Specifications Listed in the DoD Index of Specifications and Standards (DoDISS) and Descriptions Listed in the Acquisition Management Systems and Data Requirements Control List, DoD 5010.12-L applies. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (h), Multiple awards-Delete entire paragraph. Substitute "Single Award. The Government plans to award a single contract resulting from this solicitation. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered unless the offeror specified otherwise in the offer." The provision at FAR 52.212-2, Evaluation?Commercial Items applies. The Government intends to make a single award to the responsible contractor whose proposal is technically acceptable, in full compliance to all other requirements set forth in the solicitation and the lowest cost or price. Technical acceptability is more important than price. The Government reserves the right to judge which quotes show the required capability and the right to eliminate from further consideration those quotes which are considered unacceptable and not capable of being made acceptable without major rewrite or revision.
