Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and issued under the authority of FAR Subpart 13.5 "Test Program for Certain Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. EMV-2002-RQ-0024, issued as a Request for Quotation (RFQ) is for the purchase of various Spectel System 780 items. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular No. 2001-07, dated 04/30/02. This procurement is issued on a non-restricted basis, NAICS Code 334310/small business size standard is 750 employees. Only one award will result from this solicitation via the issuance of a firm-fixed-price simplified acquisition order. Items are req'd to be delivered, FOB Destination, to FEMA, Mt. Weather Emergency Assistance Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135, which is also the place of inspection & acceptance. Gov't desires delivery w/n 30-45 days (or sooner) after receipt of order. The following items are to be provided: ITEM 1. Spectel System 780 @ 96 ports (total 144 ports in system - See Item 2), QTY 2 EA; ITEM 2. 48 additional ports, QTY 2 EA (i.e., an additional 48 ports for each System 780); ITEM 3. DNIS Capability, QTY 2 EA (for each System 780); ITEM 4. PIN Codes (Personal Identification Numbers), QTY 2 LT (PIN's for each System 780); ITEM 5. Internet Meeting Manager-Web Portal (for scheduling calls), QTY 2 EA (one for each System 780); ITEM 6. Digital Record & Playback, QTY 2 EA (one for each System 780); ITEM 7. MS Outlook Integration, QTY 2 EA (one for each System 780); ITEM 8. Data Collaboration (server included)/licenses for 25 simultaneous users, QTY 1 EA (for only one System 780); ITEM 9. Installation of System 780, QTY 2 EA (one for each System 780); ITEM 10. Maintenance & Warranty: Telephone support 8 AM - 8 PM/EST, Hardware return & repair service, QTY 2 EA (for each System 780); ITEM 11. Spares Kit, to include: 1 EA Octel T1 (8 T1 per card) Interface Board; 1 EA DSP Conference Board, 1 EA LAN Card w/Software, 1 EA CPU, & 1 EA Power Supply, QTY of Spares Kit-1 KT (for one System 780); ITEM 12. Training Per Site: System 780 Operation & Administration up to 5 individuals, w/training held at customer location, QTY 2 EA (one for each System 780); ITEM 13. Certified Maintenance Engineer (CME) Training: Training for up to 4 participants in system maintenance & repair. Training to be provided at the Contractor's site and participants will be required to pass certification test, QTY 2 EA (one for each System 780). MANDATORY: Successful Contractor must be capable of providing the required maintenance and warranty and the Operation & Administration and CME training. EVALUATION: The Gov't will make award(s) to the responsible offeror(s) whose offer conforming to the stated requirements will be most advantageous to the Gov't, price & other factors (i.e., past performance and quality) considered. Technical is of greater importance when compared to price, therefore, the Gov't will utilize Best Value procedures IAW FAR Subpart 13.106 in making award. A best value determination will then be made based on: (a) past performance, (b) quality, and (c) price. Past performance and quality are considered to be of equal technical value. Offerors are to submit, as part of their response, three recent sources that can verify past performance of similar items of comparable dollar value (include current point of contact and telephone number of each source). Offerors are to include a completed copy of FAR provision 52.212-3 "Offeror Representations and Certifications--Commercial Items" w/their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions--Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items," 52.203-6 "Restrictions on Subcontractor Sales to the Government," 52.219-8 "Utilization of Small Business Concerns," 52.222-21 "Prohibition of Segregated Facilities," 52.222-26 "Equal Opportunity," 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era," 52.222-36 "Affirmative Action for Workers with Disabilities," 52.222-37 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era," 52.222-19 "Child Labor--Cooperation with Authorities and Remedies," and 52.225-1 "Buy American Act--Supplies," 52.232-34 "Payment by Electronic Funds Transfer--Other than Central Contractor Registration." The aforementioned provision and clauses can be accessed electronically at http://www.arnet.gov/far and http://www.gsa.gov/far.
