Description
This is an amendment 0001 - it answers questions submitted in response to this combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The Virginia Contracting Activity on behalf of the Defense Intelligence Agency, request for proposals in support of the attached Statement of Work for a technological upgrade of the existing turnstiles at Building 6000, 200 MacDill Blvd., Bolling AFB, Washington, DC. The existing turnstiles use a turnbuckle resistance arm and only provide narrow lanes (24 inches clearance) for the majority of DIA employees and visitors. Optical turnstiles are a current technology upgrade and meet all current ADA, life safety, and fire safety requirements. They also reduce the need for constant vigilance of uniformed officers at access and egress points. Turnstiles provide a necessary Force Protection Service by controlling the flow of personnel, ensuring that properly ?badged? personnel are allowed in and out, and provide additional force protection measures in the event of an emergency. The current turnstiles do not provide adequate force protection measures. The proposed upgrade of DIAC turnstiles is necessary to bring this equipment to the current state-of-the-art technology. Each of the 8 lanes will meet fire safety, life safety, and ADA requirements. A Firm Fixed-Price award will be issued to the offeror whose proposal is most advantageous to the Government (Best Value), on the basis of technical approach, expertise/experience and cost. Technical approach and expertise/experience are significantly more important than cost. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 01-06. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offerors should submit their responses IAW the directions in the attached RFP document. The Request for Quotation has the Statement of Work can be accessed at this site under MDA908-02-Q-0141.
