Description
The Bureau of Engraving and Printing (BEP) is requesting quotations, in accordance with the following Technical Specifications for the turnkey installation of a state-of-the-art, Computerized Numerical Control (CNC), LASER MARKING SYSTEM (LMS) used for part number serialization of metal printing dies. The process shall be completely machine-controlled. The quotes shall include transport, rigging and installation of all the equipment, hardware and software, and training required for a complete, functional and integrated turnkey system. The BEP currently manufactures various metal printing dies made from hardened tool steel. These parts range in size from 1.5 inches [38.1 mm] long by 0.5 inches [12.7 mm] wide by 0.150 inches [3.81 mm] thick to 10 inches [254 mm] long by 8 inches [203.2 mm] wide by 4 inches [101.6 mm] thick. Part geometries may vary from circular segments to rectangular prisms within the sizes listed and may require fixtures to hold the parts. The LMS shall be capable of marking parts on convex, concave and irregular surfaces. The LMS shall be capable of producing alphanumeric characters 0.100 inches [2.54 mm] high by 0.050 inches [1.27 mm] wide for unique sequential serial numbers. Parts may be fed into the LMS as single units or lots of 36 pieces. The LASER marked depth of the alphanumeric characters shall range from 0.003 inches [0.08 mm] to 0.100 inches [2.54 mm]. The LMS shall be capable of marking a ten-character serial number at a rate of 70 parts per hour. The LMS shall be compatible with AUTOCAD 2000i, SolidWorks and Mastercam software including specific fonts associated with these software packages. The LMS shall accept downloads from a networked PC using Windows NT platform. All CNC and PC?s (Personal Computers) that support both the LMS and its associated software packages shall be 100% compatible. A local area network shall link all CNC equipment and associated PCs to allow direct communication for transfer of code and data. Portability of the various software packages is required. All computer equipment and associated software shall be Y2K compliant. The response to this request for quote shall provide technical information and equipment options in sufficient detail to (1) provide a clear understanding of the equipment, hardware and software compatibility, portability, system platforms, operating systems and options available and (2) facilitate technical evaluation by BEP engineers. In addition, the response shall provide information on media types available for the various machine codes and operating software and provisions for back-up and/or duplicate machine code and operating software. The LMS and its hardware and software shall be new commercially available items of the latest model and/or revision where applicable. The Bureau requires that all equipment be 480 volts three phase, 60 Hz and computer hardware be 120 volts single phase 60 Hz. The simplified acquisition procedures set forth in FAR Parts 12 and 13 shall be used. This is a combined synopsis/solicitation. This constitutes the only solicitation; a written request for quotation will not be issued. The Request for Quotation (RFQ) number is RFQ29-2PB8PJ. Delivery shall be discussed before award. Delivery terms are F.O.B. Destination to the BEP Loading Dock at ?D? Street, Between 13th and 14th Sts., S.W, Washington, D.C. 20228. The resulting purchase order shall be firm fixed price. The basis for award shall be technical superiority, delivery, past performance, price and other factors. Technical superiority, delivery and past performance are equal in importance and combined are significantly more important than price. The Government intends to award based on best value. In determining which quote offers the greater value or advantage to the Government, overall technical merit will be considered more important than price. Between acceptable proposals with a significant difference in technical rating, a determination will be made as to whether the additional technical merit or benefit reflected by a higher priced proposal warrants payment of the additional cost. However, the Government will not award to any vendor who does not demonstrate that they can meet all of the Government?s specifications as set forth herein. All interested Small Businesses are requested to SUBMIT A WRITTEN QUOTATION, which will be considered by the agency. Quotations may be made on a SF 1449 or on company letterhead. Quotations shall include the RFQ number, the proposed unit price (include any shipping and handling charges), the proposed extended price, any prompt payment discount terms, company name, point of contact, business address, phone number, fax number, tax identification number, DUNS number, and size status (i.e., small business, disadvantaged business or woman owned business), also, vendors must submit three (3) other business references to whom this same LMS was sold (which shall include those business names, addresses, point of contact and phone number for business referenced. If this item is available under GSA Contract, please provide the contract number, schedule number and expiration date.
