Description

The National Institutes of Health, Fogarty International Center, Division of International Epidemiology and Population Studies, intends to negotiate with Entropy Limited a three-year cost reimbursement, term type professional services contract. This contract is to study global morbidity and mortality patterns associated with influenza and will be the first in a multi-phased study. This scientific research service is available from only one source, i.e., Entropy Limited. The contractor shall: 1) examine available published literature relevant to patterns of global influenza mortality; 2) explore the nature and extent of existing datasets which might be used as the basis for quantitative approach to assessing patterns of disease due to influenza; 3) prepare in consultation with FIC staff epidemiologic studies to examine morbidity and mortality patterns directly or indirectly associated with influenza; and 4) prepare with FIC staff, presentations, develop manuscripts, and conduct other specific influenza studies related to the main study. The statutory authority for this action is 41 U.S.C. 253(c) 1 as set forth in FAR 6.302-1(a)(2). This is NOT a Request for Proposal. If, however, there are any responsible sources who feel they possess the abilities which would enable them to perform this project, they may submit a proposal which will be considered by NIH.
