- The Federal Highway Administration (FHWA) intends to establish multiple, 5-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts for the development, revision, updating, and presentation nationwide of training courses. The Office of Freight Management and Operations anticipates the need to develop a number of courses dealing with freight transportation. Special expertise specific to freight transportation is needed to develop and present these training courses. Successful performance will require in depth knowledge regarding freight transportation issues in 6 of the following areas: 1) transportation planning and environment, 2) national security, 3) forecasting and trends, 4) economic benefits and cost benefit analysis, 5) performance measures, 6) financing projects, 7) operations strategies (including ITS Strategies, e-commerce, web based information etc.), 8) private and public sector partnering, 9) public outreach (public, public officials etc.), 10) intermodal freight transportation issues, 11) institutional issues, and 12) Logistics, and other related topics in freight. Successful candidates may consist of one or more firms (a team) to meet the requirements of technical, research, practical, and academic knowledge and expertise. Contractors are strongly encouraged to show the ability to meet all subject matter areas, however, those who can meet at least 6 areas may be eligible for award. New course development and the updating of existing courses require the ability to incorporate sound technical content into acceptable adult learning instructional design. It is anticipated that a combination of classroom courses (including computer based materials) and a number of distance learning (most notably, web-based training) products could be developed. Course presentations require highly qualified instructors. They must be experts in the subject matter, and employ adult learning techniques in the classroom. Successful candidates will compete for award of subsequent task orders. Such task orders may include other related functions such as needs assessment, marketing, electronic formatting and conference management.
