Description
The Air Force Flight Test Center (AFFTC) at Edwards AFB CA, in support of DoD, is seeking sources for the anticipated purchase of digital voice communication system(s). Efforts will include design, integration, installation, testing, training, engineering support, and maintenance/repair. FEDS is anticipated to provide critical voice switching capability for the Ridley Mission Control Center (RMCC), Birk Flight Test Facility (BFTF), NASA Dryden, and FAA High Desert TRACON (HDT) facilities at Edwards, NAWCWD Range Control Center (RCC) and Echo Range at China Lake, Pt. Mugu RCC, and possibly others. To meet the needs of the various locations, RED (secure) and BLACK (non-secure) voice switching capabilities are required. Systems must meet the requirements of NSTISSAM TEMPEST/2-95, 12 December 1995 for Red/Black separation. Additionally, the system must have cipher text capability to interface the TSEC/KY-58 encryption device to include both diphase and baseband modes. External interfaces include: Four-wire E&M, two-wire FXO, cipher text, RS-232, RS-422, radio control, and T-1. Interested parties shall show experience in the following areas: large network and communications switching systems management, local area networks, programming in Visual Basic and C/C++, and Graphical User Interface (GUI) development. Sources interested in responding to this market survey are invited to submit a written "Statement of Capabilities" in response to this synopsis. Interested parties shall show experience developing, producing, integrating, and maintaining the following communications types/interfaces: T1, Ethernet LAN, IP protocols, ISDN protocols, RS-232 interface development, North American telephone signaling, encrypted voice (specifically the TSEC/KY-58 encryption unit) management, Red/Black isolation, interfacing to the GRC-171 GRC-211 and ARC 164 radio sets, embedded firmware multi-microprocessor controlled units, programmable logic devices, four-wire with E&M signaling interface, and D4 channel banks. Statements of capability shall be limited to 15 pages and shall include as a minimum: a Statement of Capabilities showing relevant background/experience to the above, and size of business, NAICS Code 33422, size is 750.
