Description
This is not an RFP, but a survey to locate potential sources capable of performing the proposed work. It is anticipated the Contractor will be required to develop 6 regional seminars on technical issues significant to dam safety and dam safety engineering, disseminate information on existing training at government agencies, administer a peer review program for state dam safety programs and coordinate five state reviews, assist in the long-term implementation of the National Dam Safety Program, and update bibliographies of dam safety practice. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) Ability to assemble and work with steering committees comprised of three to five State Dam Safety Officials to develop agendas, arrange for speakers, and perform logistical tasks to successfully hold four regional training seminars; (2) Possess financial mechanisms and ability to reimburse tuition and travel of each attendee from eligible States to attend technical training courses, meetings, and seminars up to a prescribed limit; (3) Knowledge of each State Dam Safety Official's professional education, training, diversity (working in state, federal and private sectors), and experience in dam safety; (4) Ability to identify five states and assemble voluntary peer review teams for each state comprised of three to five State Dam Safety Officials to visit those states and conduct a peer review of the state?s dam safety program; (5) Ability to identify experts from State Dam Safety Officials that will be able to attend meetings and provide technical support to the National Dam Safety Program Review Board and the Interagency Committee on Dam Safety based upon knowledge of each State Dam Safety Official's professional education, training, diversity (working in state, federal and private sectors), and experience in dam safety; (6) Possess mechanisms for obtaining and cataloging journal articles, periodicals, videos, meetings, seminars, workshops, and abstracts of current research in dam safety and be able to make this information universally available on a world-wide web site and through print and other publishing means; and (7) Ability to establish on the web site, a central library similar to the format of the Association of State Dam Safety Officials? bibliography of dam safety practice. Firms with these capabilities are invited to submit complete information to the procuring office identified in this notice in three (3) copies by June 18, 2002. Information furnished should include: (1) the number and professional qualifications of scientists, engineers, technical and other appropriate personnel; (2) company experiences related to the proposed project; (3) a description of general and special facilities; (4) a current financial statement; and (5) other literature which demonstrates minimum capabilities listed above. This synopsis is for information and planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding firms have the necessary capabilities, negotiations may be conducted with Association of State Dam Safety Officials on a noncompetitive basis.
