- Description
- The General Services Administration announces its intent to issue a Request for Proposal on behalf of the American Battle Monuments Commission (ABMC) for a Public Relations (PR) Services Contract for the National World War II Memorial Project. The contract includes PR services during the on-going construction phase through dedication ceremonies and events projected for Memorial Day weekend in 2004. Services include, but are not limited to: develop and execute a comprehensive dedication communication plan, and sustain public awareness and factual understanding of the memorial project. The contract will be a firm fixed priced, with a fixed service for 24 months with one 12 month option. One contract will be awarded, subject to the availability of funds. The selection process will utilize source selection procedures in accordance with FAR 15.3. The selection process will use tradeoff and technical/management factors are more important than price and price related factors. Proposals will be evaluated on the following: 1) Experience (35%) Offerors must demonstrate experience as a Public Relations Service contractor in the past five (5) years on at least two (2) national PR campaigns on behalf of nonprofit organizations; 2) Past Performance (35%) Offerors must demonstrate successful past performance on at least two (2) national PR campaigns on behalf of nonprofit organizations in the last five (5) years; 3) Public Relations Capabilities (20%); and 4) Key Personnel (10%). Additionally, the offeror must have representation in the cities of Los Angeles, New York, and Washington, DC. This solicitation is open to both small and large business firms. The small business size standard for the procurement (NAICS 541820) in accordance with FAR 19.1 is average annual receipts of $5 million. Large business firms will be required to submit an acceptable Small Business Subcontracting Plan in accordance with the solicitation and FAR 52.219-9. GSA and ABMC are committed to assuring that the maximum opportunity is provided to the small business community to participate in this contract. The RFP will be issued on or about July 15, 2002, and proposals will be due 30 days after issuance. Copies of the solicitation may be obtained electronically at http:www.fedbizopps.gov.
