Description
The National Archives and Records Administration intends to issue a Request for Proposal (RFP) for 9-track tape data recovery services. The resulting award action of this RFP will be an IDIQ contract. The Term of the contract will be a Base Period of 12 months plus one 12-month option. The requirement is set-aside 100% for small business. The North American Industry Classification System (NAICS) code is 541519 and the Small Business Size Standard is $18 Million. Interested firms will be required to respond to evaluation factors, which include both price and technical factors, where technical factors are significantly more important than price. The primary technical evaluation factors are: Technical Understanding, Approach, Capabilities, and Management; Management Approach; and Relative Past Performance. Evaluation will be based upon the extent to which the Offeror clearly understands all of the tasking areas, as evidenced by the Offeror's approach to performing work as defined in the Performance Work Statement. One Contractor will be selected for award on the basis of its proposal being the most advantageous to the Government, price and other factors considered. All responsible small business sources may submit a proposal to be considered by NARA. Copies of the RFP, which will be available on or about May 28, 2002 may be obtained through the Federal Business Opportunities web site at www.fedbizopps.gov or http://www.eps.gov. It is the offeror's responsibility to monitor this site for the release of the solicitation and amendments, if any. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone or faxed RFP requests will be accepted.
