- Notice of intent to negotiate a Sole Source contract with Innovative Technology Partnerships at #2 San Rafael Ave. NE. Innovative Technology Partnerships can provide facilitation and subsequent research and evaluation of critical scenarios for the Nuclear Weapons Complex. The Innovative Technology Partnerships has extensive experience and strong working knowledge and clear understanding of the overall nuclear weapons complex and is the only source that can provide the services required. The Department of Energy intends to solicit and negotiate with only one source under authority of FAR 6.302. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Responses shall reference "Request for Proposal? No. DE-RQ04-67699". This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. The term of the contract will be for 6 months. Work to begin on or around June 17, 2002. This acquisition is being considered for 100 percent small business set-aside. Offerors responding should indicate whether or not they are a small business, small woman-owned business, small disadvantaged business, or 8(a) business. The North American Industry Classification System (NAICS) Code is 541990 with a corresponding qualifying size standard of $5.0M in revenue (indicates maximum allowed for a concern, including its affiliates, to be considered small). The DOE/AL intends to purchase the following (2) line items: Item 1 -- Train OTS personnel to utilize internet and other media to develop future scenarios; help set up URLs. To accomplish this, the contractor will wwork with OTS Staff to set up an in-house capability for research and scenario planning. Approximately 40 hours. Item 2 ? Create presentation material for various audiences to describe operational, strategic, and budget information based upon scenario research, subject matter expert input, and current information. Develop new concepts for presentations and provide guidance and advice. Approximately 200 hours. The desired delivery date and place is: Period of Performance is June 17, 2002 through December 30, 2002 with delivery to the U.S. Department of Energy, Albuquerque Operations Office, Warehouse Bldg. No. 20397, Pennsylvania and K Sts, KAFB East, Albuquerque, NM 87115-8050. Delivery shall be FOB Destination. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Only those Offerors who can furnish the items that meets all the requirements specified herein will be considered. Award will be made based on the lowest evaluated price. All Offerors will need to include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certification -- Commercial Items with the offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.
