Description
The Coast Guard intends to negotiate a Time and Materials type contract with the Original Equipment Manufacturer (OEM) of the ADAS System, CMR Technologies. The Period of Performance for this Requirements type contract will be a base period of 1 year and 4 one-year option periods. BASE YEAR Basic Contract Period Date of Award Through the following 12 months after award date. 0001 As, required, the contractor shall provide the necessary personnel and services to support the Automatic Data Acquisition System for the T-700 Gas Turbine Engine Test System Application. Services shall be provided in accordance with Section C of the contract and the Statement of Work to be identified in each delivery order placed against the contract. Loaded hourly rates shall be in accordance with Section J Attachment 1. Actual hours and total amount per labor category will be negotiated prior to issuing each delivery order. LABOR CATEGORY LOADED HOURLY RATE (Contractor shall propose all anticipated labor categories that are to be required to accomplish this contract. Labor categories are to be described in detail, listing minimum qualifications, and applicable license and incorporated into the contract as Section J, Attachment 1.) 0002 Travel Costs associated with Line Item 0001. These cost are to be reimbursed in accordance with FAR 31.205-46. 0003 Materials Actual costs plus appropriate burdens. 0004 Government Property Reports (See Subsection H-4, Government Property Reports) Maximum amount for the Year: $95,000.00 (Unused dollar value for the base year shall be added to the dollar value for the subsequent option year. 1st OPTION YEAR 12 month following base year 0005 As, required, the contractor shall provide the necessary personnel and services to support the Automatic Data Acquisition System for the T-700 Gas Turbine Engine Test System Application. Services shall be provided in accordance with Section C of the contract and the Statement of Work to be identified in each delivery order placed against the contract. These cost are to be reimbursed in accordance with FAR 31.205-46. 0019 Materials Actual costs plus appropriate burdens. 0020 Government Property Reports (See Subsection H-4, Government Property Reports) Maximum amount for the Year: $95,000.00. STATEMENT OF WORK T 700 GAS TURBINE ENGINE TEST FACILITY SUPPORT The contractor will provide engineering and technical services, in support of the T-700 Gas Turbine Engine Test Facility and supporting equipment and support studies/tests of component modification such as alternative inlet airflow configurations and engine test related instrumentation systems. The tasks include: evaluation of engine test facility and test instrumentation, field testing, engineering and design analysis, research and development tests, test software modifications, mechanical/electronic equipment design and fabrication and report preparation to evaluate the performance of USCG turbo shaft fixed test facility and test instrumentation. The contractor shall provide technical reports and results of all tests and evaluations. The contractor may be required to travel to military/commercial/FAA/USCG activities to conduct on-site testing, engineering and technical evaluation/analysis. The contractor shall furnish engineering services, as required, which shall include the following systems and others relating thereto: 1. Turbo shaft Engine Test System 2. Support Equipment Gas Turbine Engine Test System 3. Propulsion Automatic Tests and Data Acquisition Equipment 4. Special Projects (a) Test Stands (b) Vibration Support Equipment (c) Engine Handling and Test Equipment (d) Load Generation Devices (e) Test Cell Augmentation and Exhaust Ducting (f) Test Cell Design/Fabrication (g) Emergency Repairs to ATF3 OR LTS 101 Time and Materials (T&M) Test Cells 5. Support Equipment 6. Technical Manuals/Technical Documentation 7. Spares Support The contractor will review the Gas Turbine Engine Test Systems and Support Equipment to determine effects on engine testing under changing engine test requirements and provide technical support to include engineering investigations/surveys, field testing, data acquisition and analysis. This support is oriented toward but not limited to: engine test instrumentation and test facility performance of full scale gas turbine engine test facility and automated data acquisition test system. The contractor will accomplish the following: 1. Provide T-700 Engineering and Technical Services to conduct Test System and Support Equipment evaluation. 2. ProvideT-700 Technical Support for Aerodynamic, Thermodynamic, and Gas Path Analysis. 3. Repair and upgrade to current standards of the T-700 Air Dyno as set forth by Northern Research Engineering Corporation. Provide support services for the installation and testing of new and existing equipment for the T-700 Engine. 4. Provide T-700 design and engineering services for electronic and mechanical component modification, the repair of T-700 control panels and facility adaptation. 5. Provide T-700 computer design services and data acquisition for modification of software, including new or existing software. Provide menu changes which would include adding or removing T-700 test parameters and calibration procedures. Provide services for the repair or replacement of modules or other services necessary to maintain terminal boards. 6. Provide services for the repair, ducting, welding and design and fabrication for the T-700 Engine to include upgrading of existing test equipment. Upgrade the Engine Vibration Measurement System to current standards. 7. Provide T-700 Test Facility spares, maintenance, and proper product support by creating a recommended spares part list. 8. Provide design and fabrication support for future test facilities. 9. Provide T-700 technical services to review, prepare, and revise USCG logistics/technical documentation. The contractor shall be required to procure, construct, operate/utilize, repair and maintain hardware components/instrumentation to support these engineering and technical services and to acquire test data according to test plans. The contractor shall prepare, review, and revise USCG logistics documentation relative to the operation and maintenance of fixed and mobile gas turbine engine test facilities and aircraft support equipment. Program/Project Management The contractor shall perform T& E evaluation analysis, formulate and investigate technical information and acquire data to enhance USCG operation and maintenance of existing and future engine test facilities and support equipment. In the conduct of this effort, the contractor will provide program/project management support including resource planning and utilization, management, performance monitoring and reporting and program/project financial and progress tracking. The contractors will provide program/project technical coordination with the Contracting Officers Technical Representative (COTR). Travel It is anticipated that the contractor may have to travel to military/civilian/FAA engine test facilities, commercial engine manufacturers, and commercial airline activities to conduct studies and surveys/evaluations of state of the art component/instrumentation modifications for USCG applications. The contractor will also be required to attend meetings/briefings relating to the specific tasks cited in the scope section of the statement of work. The contractor must have the capability to travel to designated sites within twenty-four hours after notification to accomplish required tasks. Travel reports shall be submitted for each trip. The Coast Guard does not own, nor can it provide drawings or specifications for this item. A formal solicitation will be issued on or about June 20, 2002.
