Description
This is a combined synopsis/solicitation for commercial items or services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number F05611-02-Q-0508, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. The North American Industrial Classification System (NAICS) number is 334413. This is an unrestricted solicitation. LINE ITEM 0001: Coherent Carbon Dioxide (CO2) Laser System, GEM 100L with AOM switching capability, 200W CO2 laser system, RF-excited, sealed tube (no flowing gas), single wavelength output, PZT cavity length tuning including closed cycle chiller, all necessary power supplies and cables, AOM switching for beam modulations, beam shaping optics for AOM operation, dual beam operation. Beam quality requirement: M2 < 1.3, >95% TEM00, >100:1 polarization contrast, <5.0 mrad full angle divergence. Reliability requirement is single wavelength output of 10.6 u PZT cavity tuned for stability, sealed RF excited cavity to eliminate flowing gas noise and thermal instabilities. Requirement for low noise output (+ or - 3% after 10 minutes @ 100W each laser, switchable CW or pulsed operation with AOM switching between the dual CO2 lasers, and small package size of less than 24" x 4.25" footprint on the optical table. System components shall include Base 100W CO2 laser head, output telescope for AO Option, RF power supply with special external DC lugs and internal DCPS, 3.5M RF cable, laser power supply controller, PZT custom end optics flange, PZT for laser head, DC power supply, AO modulator, analog modulator driver, AO cell mounting and turn mirror, and closed-cycle chiller. Unit Price $_______. The FOB for this RFQ is Destination. The required delivery date is NLT 23 August 2002. Quotations received with other than FOB Destination pricing will not be considered. This is a Sole Source Only Acquisition approved in accordance with 6.302-1 (c). Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition and the no addenda applies. The provisions at 52-212-2, Evaluation--Commercial Items applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose technically acceptable offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors will be used to evaluate offers: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price. Offers shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer (Attachment One). The clause 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items applies to this acquisition, no addenda applies. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) 12, 13, 14, 15, 16, 24. DFARS 252.212-7001, Contract terms and conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items, applies to this acquisition with the inclusion of the following DFARS: 252.204-7004, Required Central Contractor Registration, 252.225-7000, Buy American Act - Balance of Payments Program Certificate, 252.225-7001, and Buy American Act and Balance of Payments Program.
