Description
100% Full and Open Competition. The Environmental Protection Agency (EPA) has a requirement for a contractor to provide general and technical support to EPA' s National Performance Audit Program (NPAP), PM2.5 Federal Reference Method (FRM) Performance Evaluation Program (PEP) of Audits for PM 2.5 samplers, Clean Air Status and Trends Network (CASNet) programs, other ambient sites and to the Stationary Source Audit Program (SSAP). Contractor support will include but not be limited to, preparation and calibration of audit systems; development of a field implementation strategy plan, transport, set-up, and delivery of audit systems; development of a field implementation strategy plan, transport, set-up, and delivery of audit gases to participant station or analyzer inlet; field sampling; pre-and post field laboratory activities, including certification of laboratory and field audit standards; registration, scheduling and shipment of audit systems, data processing, data analysis and distribution. EPA anticipates the award of a cost-plus-fixed-fee level of effort partial performance based service contract for a total of 107,305 hours. The contract will consist of a base period of 3,000 hours and four twelve month options of 3,000 labor hours each. The contract will also allow for options for increase quantity of hours for the base period and each option period. The optional hours are as follows: base period - 6,487, Option Periods I & II - 8,840 , Option Periods III & IV - 34,069 hours. This is a follow-on contract to 68D99014 with ManTech Environmental Technology, Inc., and 68D00264 with Eastern Research Group. A portion of the Statement of Work entitled "Support for the Stationary Source Audit Compliance Program" is currently being performed by Eastern Research Group and will be included as an optional requirement that may be exercised when the contract with Eastern Research Group expires on 9/30/05. The hours for that requirement are included in the optional hours of option periods III & IV. A Draft copy of the Conflict of Interest (COI) clauses related to this acquisition will be posted on the Internet for informational purposes at: http://www.epa.gov/oam/rtp_cmd. within the next five days. The associated NAICS code is 541620 with a size standard of $6 million in average annual receipts over the past three years. The solicitation is expected to be issued approximately July 03, 2002, and proposals will be due approximately thirty (30) calender days after the RFP issuance date. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd . If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do NOT have the capability to obtain the solicitation from the Internet may submit a written request for a diskette with the solicitation in Wordperfect 8.0 format from the contact point at the address above. However, only those firms who do not have the capability to obtain the solicitation from the Internet should request a copy of the diskette. Diskettes will not be sent to those firms who have internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax requests will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency.
