Description
This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Solicitation Number is MDA410-02-R-0028. This action will be processed using simplified acquisition procedures. The Department of Defense Education Activity (DoDEA) is an education activity and qualifies for academic/educational pricing. Performance Work Statement: A. PURPOSE: The Department of Defense Education Activity (DoDEA) requires commercial off-the-shelf (COTS) crisis management reference guide for its teachers within DoD Domestic Elementary and Secondary Schools (DDESS). B. REQUIREMENT: The Contractor shall provide a "handy," easy-to-read, full-color crisis management guide that briefly and concisely lists the step-by-step actions to be taken by an elementary or secondary classroom school teacher when faced with a hazard that places his/her students in jeopardy. This reference guide shall: 1. Address all of the following subjects and all or most of the listed subsubjects: (a) Medical Emergencies: to include: Campus Accidents/Student Injuries, Death or Homicide, Illicit Drug Overdose, Suicide Intervention/Response to Suicide Act Underway, Food Poisoning, and Bus Accident. (b) Criminal Actions: to include Acts of Violence, Gunman in School, Lockdown, Sexual Assault, Unarmed Intruder, Riot, Racial/Gang Conflict/ Altercation, Vandalism, Illicit Drug Activity, Substance Abuse, Drive-by Shooting and Bomb Threat. (c) Facility Emergencies: to include Responding to Fire/Explosion, Hazardous Materials Release, Utility Failure and Asbestos Release. (d) Shelter Related Decisions: to include Shelter in School Space and Evacuation. (e) Weather: to include Tornado or Severe Storm, Hurricane, Flooding, Earthquake. (f) Student Welfare: to include Belligerent Parent, Missing or Runaway Student, Unauthorized Removal of Students, Suspected Child Abuse, Unauthorized Person on School Campus and Student Walkout. (g) Terrorism: to include National Level Terrorism, Local Level Terrorism, Biological Attack on the School and Weapons of Mass Destruction. 2. Present information in full-color in an easy-to-use and read hand-held "flip-page" format as follows: a. Proportion: The guide shall be relatively small and allow for "mounting" in a prominent classroom location. Dimensions should be consistent with the contractor's concept for visual aesthetics and rapid identification of individual hazards/responses. Our desired guide dimension is 5" by 8" however, not larger than 6" x9". b. Page Format and Limit: Guide pages shall be attractive and clearly display the page topic. The guide shall not exceed 50 pages in length. c. Topic Presentation and Organization. The guide shall be organized so that: (1) similar contingencies are grouped and recommended response actions to the individual hazards can be easily and quickly located. (2) Actions are simplistically presented from the teacher's perspective using a series of few words vice complete/complex sentences. A quick message format such as "bulleting" is desired vice paragraphs. (3) Actions listed are the most direct towards immediately removing children from harm's way. "Actions to be taken prompts" should be either sequential or go from "most critical step" to those of a lesser significance. (4) Actions are appropriate for directing children between the ages of 4 and 18 years. (5) An index is included for quick reference to desired topic action pages. d. Guide Covers. The front and back covers shall be visually striking so that it attracts attention vice "blends into the background" and allow for wall mounting. e. Guide Binding. "Spiral" or similar binding shall be used to facilitate quick action location of topic pages as well as the guide to remain open to the desired page once retrieved. Binding shall be sturdy, capable of sustaining rough handling and be replaceable. f. Guide Material. Paper used for the guide shall be of a durable quality capable of sustaining repeated handling-something similar to Xerox Digital Color Durapaper. Color printing should be considered especially if it adds to the visual recognition of location or steps to be taken. C. DELIVERABLE: Two thousand five hundred and fifty (2,550) crisis management guide copies to be delivered not later than 9 Aug 02 to: DDESS Area Service Center, ATTN: Ron Shaffer, 700 Westpark Drive, Peachtree City, Georgia 30269. The following clauses/provisions apply to this solicitation and are in effect through Fac 2001-07 and DCN 20020426: FAR 52.212-1, Instructions to Offerors--Commercial, Addendum: In considering whether or not to submit a proposal, prospective contractors must focus on the requirement that this is to be a teacher "friendly" document. The Government seeks an of-the-shelf document that contains actions that immediately mitigate a hazardous situation at the micro-level for use by personnel in direct contact with children. The Government does NOT seek an all-encompassing crisis action manual for the school's administration to direct responses on the macro-level. The later, just redressed or recovered will be rejected without extensive review; 52.212-2, Evaluation--Commercial Items. A single award will be made to the responsible offeror whose offer conforms with all the requirements of this solicitation and whose proposal reflects the best value to the Government. Proposals shall consist of one complete sample of the offeror's product guide and pricing data. Proposals will be evaluated based upon the following criteria: Technical capability - how well the proposed products meet the Government requirement (65 points) and total cost (35 points). In accordance with the Best Value approach tradeoffs may be considered for a technically superior higher-cost offer when it is considered to be in the best interest of Government. 52.212-3, Offerors Representations and Certifications-Commercial Items, which MUST accompany the offeror's proposal; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.222-26, Equal opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-37, Employment reports on Special Disabled Veterans and Veterans of the Vietnam Era, Historically Black College and Minority Institution Representation, 52.226-2. The following DFAR provisions a hereby incorporated by reference: 252.204-7004, Required Central Contractor Registration (CCR) and 252.232-7009, Payment by Electronic Funds Transfer. CLIN 0001: Crisis Management guide, quantity: 2,250. CLIN 0002: Shipping and Handling. The following items shall be submitted to the address provided above at paragraph C. "Deliverable" by 2:00 p.m., EST, 21 Jun 02: 1. One complete sample of the offeror's product guide. 2. Cost Breakout, to include unit cost per guide and total shipping charges.
