NA SOURCES SOUGHT/NOTICE OF INTENT TO SOLICIT WITH ONE SOURCE -- SYNOPSIS: The Architect/Engineer (A/E) is to serve on the Independent Technical Review (ITR) team for the hydraulic and sediment transport aspects of the OMRR&R manual. This manual is unusual in that it accepts the advantages predictive tools can play in assessing required maintenance activities. The ITR is intended to assure that the predictive tools are appropriate and adequately account for the actual physical behavior of the flood control project. The computer programs that will be employed on this project are intended to provide the necessary information to determine when and how much maintenance is required. The expected maintenance is anticipated to include removal of vegetation and ex cessive deposition. The OMRR&R manual will establish protocols for triggering maintenance activities. The ITR shall review these protocols and the approach they are based on to insure they are appropriate. The expected activities will include the follow ing: 1) Review the Vegetative Management and Sediment Management Plans. 2) Determine applicability of selected modeling tools. 3) The ITR shall evaluate the method used to compute hydraulic roughness. 4) The ITR shall recommend data collection and meth ods of collection to insure that the modeling tools are effectively utilized. 5) The ITR shall review proposed factors which trigger maintenance activities. 6) The ITR shall evaluate the methodology used for specifying maintenance of the project. 7) Mee tings--The AE shall participate in one visit to Sacramento District to discuss the ITR comments. The period of service will begin with the issuance of the Purchase Order and extend to the completion of current hydraulic studies, scheduled for completion b y 30 October 2002. Therefore, the period of service for this Purchase Order shall not exceed 180 days after the contract award. The work will be awarded sole source to Mobile Boundary Hydraulics (MBH), a small business located in Clinton, Mississippi, be cause of the expertise of Dr Tony Thomas and Dr. Ronald Copeland. Dr. Copeland has been involved in the San Lorenzo River flood control project for over 15 years. As part of this previous work, he developed the sediment transport model that will be used as the basis for the new model utilized for this effort. He has also participated in previous meetings with the Corps and local sponsor concerning development of the OMRR&R Manual. Dr. Copeland is the only individual capable of performing this ITR withou t incurring considerable expense and delay to the project. All interested parties may respond by submitting a statement of qualifications. This qualification must include evidence of advanced knowledge of the sediment transport HEC-6 computer model; exis ting knowledge of San Lorenzo Flood Control Project; previous involvement in the 1994 San Lorenzo River Feasibility Investigation; previous experience with sediment transport analysis on San Lorenzo River through Santa Cruz; advanced knowledge in hydraulic modeling; and experience with vegetative and sediment management of flood control projects. This is not a request for competitive proposals or quotations. The Government will consider responses received within 10 days after the date of publication of th is synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government. All responses are due in not later than 17 JUN 02/3:00 pm. This Procurement will be conducted under FSC Code: C211, SIC Code : 8712, NAICS Code: 54130. The size standard for this code is $4,000,000.00.
