- NA The U.S. Army Medical Research and Materiel Command (USAMRMC) intends to award a contract in support of the Biological Arms Control Treaty Office (BACTO), which is responsible for developing guidance and instructions and conducting program oversight for al l aspects of compliance and implementation requirements associated with the Convention on the Prohibition of the Development, Production, and Stockpiling of Bacteriological (Biological) and Toxin Weapons and their destruction (Biological Weapons Convention (BWC)) and other biological weapons control agreements. The BACTO and USAMRMC have operational and policy assistance from experienced arms control experts to carry out these responsibilities. OBJECTIVE: The resultant contractor shall provide mid-management level high quality, experienced policy and operational assistance and support to USAMRMC in preparing U.S. Army installations for visits under biological agreements, statements and conventio ns and in the execution of BACTO responsibilities required by other biological weapons and arms control treaties, agreements, and related documents. The contractor shall be responsible for full performance within 30 calendar days after contract award (inc luding secret security clearances) for all individuals assigned to this contract. The contractor shall be responsible for transitioning of tasks from the current contractor (DynCorp National Security Programs, Inc. (NSP) d/b/a DynMeridian) and the assumpt ion of responsibility for tasks that are incomplete at the time of award. The work statement includes (1) Analytical Support - The contractor shall perform, studies/research/analysis, coordinate staff work for policy issues on BW related arms control issu es; (2) Operational Support - The contractor shall provide support, as required for Army/DOD assistance teams on-site at applicable facilities. The contractor, as appropriate, shall provide operational and instructional support and products to develop and maintain a high level of Army awareness, preparedness, and technical competence regarding applicable bilateral and multilateral BW arms control agreements and negotiations. (3) Coordination, Meetings and Negotiation Support - The contractor shall collect , coordinate and prepare information relevant to the BACTO program from and distribute such information to DOD components and other Government agencies as requested to ensure efficient coordination and dissemination of Army BW related arms control implemen tation and compliance program positions. The USAMRMC anticipates awarding one contract containing a one-year base period and four (4) one-year options. Proposals are due 30 days after release of the RFP.
